Aeronautics and Space Administration (NASA), Office of Space Science is
releasing a NASA Announcement of Opportunity (AO 98-OSS-04) for
investigations suitable for the next flight mission(s) in its Discovery
Mission series with a mission launch date of no later than September
30, 2004. This AO also now allows U.S. science participation in
non-NASA space missions identified in this Announcement as Missions of
Opportunity. The Discovery Program consists of focused planetary
system(s) exploration investigations of limited costs and duration
utilizing medium class or smaller launch vehicles. Discovery mission
investigations proposed to this AO must be complete investigations from
initiation of preliminary analysis/technical definition (Phase A/B)
through design/development (Phase C/D), including launch plus 30 days
and mission operations and data analysis (Phase E). The Discovery
Program will carry out these investigations using flight missions with
design/development (Phase C/D) costs of $190million or less and total
mission costs of $299 million or less (FY 1999 dollars). Mission of
Opportunity proposals are limited to no more than $22 million (FY 1999
dollars). Participation is open to all categories of organizations,
foreign and domestic including educational institutions, profit and
nonprofit organizations, NASA centers, and other Government agencies.
Proposals to this AO must be received by June 29, 1998, to be
considered. Submittal details contained in the AO will be available
electronically through the selection Research Opportunities on the OSS
homepage at: <http://www.hq.nasa.gov/office/oss/research.htm&gt;.
