the United States Coast Guard's Final Request For Proposal (RFP) for
Phase 1 for its project for the Deepwater Capability Replacement
Analysis. Based on industry and Government comments, and in order to
facilitate our ability to award a total Integrated Deepwater System
contract, the Coast Guard has adopted a two-phased acquisition
strategy. In Phase I, the Coast Guard will award contracts to up to
three industry teams to develop concepts to provide the functional
capabilities to meet statutory mandates in the Deepwater area of
responsibility. The concepts will be an integrated system of surface,
air, and C4ISR assets. In order to participate in future aspects of
this acquisition, participation in Phase I is required. The RFP may be

The Technical/Management Proposal Part I, which includes primarily
past performance documentation, is due April 15, 1998. The
Technical/Management Proposal Part II, which includes an Integrated
Master Plan, an Integrated Master Schedule, an organizational
description, production capability information, and copies of the oral
presentation slides, is due on May 15, 1998. Also due on May 15, 1998
are the cost proposal and the administrative proposal, which include
all the required forms, subcontracting plans, if appropriate, and any
exceptions or deviations taken by the offeror. The deadline for all
questions related to this RFP is March 31, 1998. All responsible
sources may submit a proposal, which, if received in a timely manner,
will be considered by the Government. A list of background documents
