to issue a Request for Quote (RFQ) for specific data products using
the realtime Global Are Coverage (GAC) measurements from the currently
operational AVHRR instrumentation. As part of this effort, the raw GAC
data will be transformed into useful geophysical quantities available
as both research-quality products as well as online images suitable for
browsing on the World Wide Web. Requirements listed deal primarily with
the AVHRR level 1B GAC data. PRODUCT TYPES: Two types of products
generated from the realtimre AVHRR GAC data: (1) full resolution data
products containing geophysical parameters derived from the 5 AVHRR
channels, and (2) image products (e.g. GIFs) which are displayable
online via WWW based browser. TEMPORAL COVERAGE: Near realtime AVHRR
GAC data, defined as that set of 14 passes per day received with no
more than a 36 hour lag measured from the last pass of the day. These
passes are to be used in the construction of near-realtime daily,
10-day, and monthly global composites. SPATIAL COVERAGE: Global, which
will consist of mosaics comprised of the orbital swaths. Since there
will be both ascending and descending AVHRR passes, a total of 2 data
products per parameter will be required for those parameters which can
be determined during both the daylight and nighttime portions of the
orbits. SPATIAL RESOLUTION: The origianl GAC spatial resolution (i.e.
4km) for the data products, and 16 km for the corresponding browse
images. GEOPHYSICAL PARAMETERS: Surface temperature, normalized
difference vegetation index (NDVI) and cloud identification. It is
expected that state-of-the-art retrievel techniques will be used in the
determination of the requested geophysical parameters, with some
qualitative and/or quantitative measure of accuracy or uncertainties
accompanying the data products. GEOLOCATION: Registration required
within hal a pixel. FORMAT: IEEE binary format for the geophysical data
products stored as a regular array, and 8 bit GIF format for the online
image products. PROJECTION: Any projection which preserves the inherent
resolution of the data, is will-suited to global as opposed to regional
domains, and can be easily interpreted by the users of the data.
COMPRESSION: Simple compression (l-Z or gzip) for data files; browse
image files should remain uncompressed. SUPPORT SOFTWARE: Basic real
programs in Fortran, C and IDL to read/visualize the data files,
accompanied by sufficient documentation including installation guide
for multiple platforms and a makefile. DOCUMENTATION: README-type
documentation for the GAC data and images which follows DAAC standards.
Further detailed Statement of Work will be supplied with the RFQ
package. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). The Government intends to acquire a
commercial item using FAR PART 12. The DPAS Rating for this procurment
is DO C9. The anticipated release date of RFQ 902-72660 is on or about
3-31-98 with an anticipated quote due date of on or about 4-17-98. All
qualified responsible sources may submit a quote which shall be
considered by the agency. An ombudsman has been appointed -- See
Internet Note "B". Prospective offerors shall notify this office of
their intent to submit an offer. It is the offeror's responsibility to
