synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. (ii) CC-98-R-0006. This solicitation is a Request
for Proposal (RFP). (iii) The RFP document and incorporated provisions
and clauses are those in effect through FAC 97-03. (iv) This Request
for Proposal (RFP) is issued using Full and Open Competition rules. (v)
Provide a price for each of the following line items. Requirement
description is set forth in the following paragraph. (vi) CLINs 0001
(Base year), 0002 (Option year one), 0003 (Option year two), 0004
(Option year three), 0005 (Option year four). Subscription for Public
and Private Firm Grading software; Description: The Office of the
Comptroller of the Currency (OCC) is seeking "off-the-shelf" software
that will be used as a credit risk prescreening tool in stratifying its
Shared National Credits portfolio. This software needs to accurately
assess the credit quality of both public and private firms. Minimally,
the software package and data must meet the following requirements: 1)
provide automated and manual input capabilities, 2) be supported by a
minimum of 10 years historical information, 3) be in a Windows
environment, 4) for public companies, historical ratings must be
identified with company's CUSIP number, 5) manuals and supporting
information should provide instructions for use and outline underlying
assumptions used within the model, 6) identify the credit risk levels
for individual credits (public and private), 7) identify credit risk
on an aggregate basis by SIC Code, industry and geography, 8) have
built-in comparison of calculated risk levels with Moody's and/or S&P,
and 9) provide information which shows industry risk levels compared
with individual company risk levels. (viii) FAR 52.212-1 applies to
this acquisition. (4): Offerors shall submit existing product
literature in lieu of unique written technical proposals. 52.212-1 (b)
(10): Provide information on the last 6 contracts/orders completed
during the past 3 years. Include name of agency/company, point of
contact, and telephone number. (ix) FAR 52.212-2 applies to this
acquisition. (a) Evaluation factors and their relevant order of
importance are: (I) technical capability of the item offered to meet
the government's requirement described in para (vi) above, (ii) past
performance, and (iii) price. (x) Proposals shall include a completed
copy of the provisions in FAR 52.212-3, Offeror Representations and
Certifications. (xi) FAR 52.212-4 applies to this acquisition. (xii)
FAR 52.212-5 applies to this acquisition -- 52.212-5 (b): The following
additional FAR clauses apply to this acquisition: 52.203.10; 52.219-8;
52.222-26; 52.222-35; 52.222-36; 52.222-37. (xiii) Additional
requirements: (1) Contract type will be a firm fixed-price contract,
with a base year and four option year periods. (xiv) DPAS. Not
applicable. (xv) CDB Numbered Notes. Not applicable. (xvi) Offers are
