U -- The Office of Personnel Management (OPM) intends to issue a solicitation for up to five years of services (one base year and four one-year options) for educational and consulting services to instill and promote progressive management practices and techniques in OPM client Federal agencies. A single contract may be awarded. This procurement is set-aside for participation by small business concerns only. The Standard Industrial Code (SIC) is 8742. The size standard is $5 million per year. OPM intends to issue an indefinite delivery-indefinite quantity task order contract to support initiatives undertaken to service its customer base to fully utilize the latest proven approaches and techniques in benchmarking and developing high performing organizations. Examples of products and services for which tasks may be issued under the contract include, but are not limited to: Information Assembly of up-to-date information about high performance organizations, particularly the practices involved in developing and sustaining learning organizations. Education Perform education services for high level Federal executives in educational environments where they must interact (on a recurring basis) with executives at similar levels from a wide range of profit and not-for-profit organizations. The content of the education component must focus on the following subjects: high performance (accomplishing results); learning organizations (where continuous improvement is the norm); personal growth and learning (as a prerequisite for improved organizational performance); the impact of the models (or internal images) that people use; the significance, use and development of commonly held organizational goals and organizational values; enhancing the capacity of teams to create desired results; and systems that operate within organizations or that effect organizations. OPM anticipates that executives participating in the education described above will want the consultants they meet through such seminars and/or conferences to conduct follow-on educational programs in the executive's own organization. Therefore, follow-on courses (in the subject matter listed above) may also be required. Consultation Executives and the Federal human resource development specialists who work with them will, from time to time, need assistance from external consultants. This effort includes help in clarifying purposes, selecting strategies for communication and learning, and implementing and evaluating the communication/learning strategies. Reporting Summary reports containing consultant recommendations will be required. These recommendations are likely to cover actions that the Federal executives and Federal HRD specialists should take to foster high performance. As the work is completed, additional reports will also be required. These reports will serve as a case history of what the consultant, the Federal executives and the Federal human resource development specialists accomplished. Management/Project Plan In the initial phase of this effort, the contractor shall provide a management/project plan of proposed actions the contractor will undertake. The solicitation is scheduled for release on or about April 7, 1998. All Requests for RFP packages must be in writing and must be received by close of business on April 3, 1998.
