Contracting Officer, Gene L. Curtis (Site Code W31XNJ) The project
involves construction of a new two-story U.S. Army Reserve Center
(USARC) and a one-story Organizational Maintenance Shop (OMS) and Area
Maintenance Support Activity (AMSA). Construction will include
concrete foundations and floor slabs, concrete masonry unit (CMU)
bearing walls, and insulated standing seam metal roofs. The facilities
will include classrooms, library, learning center, multi-purpose area,
kitchen, equipment storage areas, and an arms vault. The maintenance
facility will include vehicle work bays, tool and parts storage, office
space, and secure exterior parking areas for military equipment.
Supporting construction includes paving, fencing, lighting, and site
utilities. Bidders, subcontractors and Dodge/Plan Rooms are encouraged
to register on the Internet to receive one CD-ROM. Registration on the
Internet should minimize possible errors and delay in receiving the
CD-ROM. Registration instructions are available on the Internet at

Telephonic requests will not be accepted. In either case, those
registering are responsible for the accuracy of the information on the
mailing list. Registration must include the firms physical address,
telephone, fax number and a point of contact. Registration should be
completed one week prior to the issue date. All notifications of
changes to this solicitation shall be made through the Internet only.
It is therefore the contractors responsibility to check the Internet
address listed above daily, for any posted changes to this
solicitation. Actual solicitation amendments will be issued either by
fax, 3.5" diskette or CD-ROM. The plans and specifications will be
issued on Compact Disc (CD-ROM) only and will be provided free of
charge. Plans and specifications will not be provided in a printed
paper format; however, the Government reserves the right to revert to
paper medium when it is determined to be in the Government's best
interest. All bid forms, bid bonds, and other normal documents required
for the bid submittal, including amendments to the bid submittal, shall
be in paper medium. Electronic medium for the bid submittal documents
will not be allowed. Critical Path Methods (Network Analysis System) is
required. For this job, a small business is defined as having average
annual receipts of less than $17,000,000 for the past three years. This
solicitation includes bid options which may not be awarded. This
procurement is a Competitive 8(a) Set-Aside as established by Section
8 (a) of the Small Business Act (15 U.S.C. 637(a)). Only those firms
meeting the Small Business Administration's (SBA) criterion, and have
previously been certified by the SBA as an "8(a) Contractor", are
eligible to compete for this procurement and ultimately be awarded a
subcontract from the SBA. It has been determined by the SBA that
competition will be restricted to 8(a) firms which have SIC Code 1542
among their approved SIC Codes, and which are serviced by SBA District
offices in the states of Alabama, Florida, Georgia, Kentucky,
Mississippi, North Carolina, South Carolina, and Tennessee. The local
