Simplified Acquisition of Base Engineering Requirements (Purple SABER)
Proposal for the following geographic locations within the State of
Colorado: Peterson AFB (Colorado Springs CO), Cheyenne Mountain AS
(Colorado Springs CO), Defense Finance and Accounting Service (DFAS)
Complex (Denver CO), Falcon AFB (Colorado Springs CO), United States
Air Force Academy (USAFA), including Farish Memorial Recreation and
Bullseye Auxiliary Airfield (Colorado Springs CO), and Ft Carson
(Colorado Springs CO). This proposed Purple SABER Acquisition is
Set-Aside for 8(a), Region VIII Contractors ONLY (Colorado, Wyoming,
Utah, Montana & South Dakota). The solicitation package will consist of
a Cover Sheet, Request for Proposal (Disk -- #1), Attachment 1 --
Specifications (Disk -- #2), Attachments 2 through 17 (hard copies).
Note: No hard copies of the RFP and Specifications will be provided.
The Purple SABER will be a Fixed-Price
Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract. The Government
expects to make two Contract Awards. Both awards will in accordance
with AFFARS Appendix BB-Source Selection Procedures for Other Than
Major Acquisitions and Appendix DD-Simplified Acquisition of Base
Engineer Requirements Program. The contracts will have a Basic Year
with the possibility of four Option Years. The maximum estimated dollar
amount of either contract is $60,000,000 (Life of the contract). The
minimum guarantee amount for each contract is $362,500.00, for the
basic year only. There is no minimum guarantee amount for any option
year. The subject acquisition is for a broad range of maintenance,
repair, and minor construction work on real property, and will include
a wide variety of individual construction tasks as identified in the
Unit Price Book (UPB) -- RS MEANS Software, which will be provided by
the awarded two contractor(s). During the contract period(s), all six
Government Engineering Activities will identify construction tasks
required to complete each specific job, and the Operational Contracting
Offices for that area will negotiate and issue individual delivery
orders to the contractor(s) to complete those jobs. The jobs will
include tasks in a variety of trades, including carpentry, road repair,
roofing, excavating, electrical, steam fitting, plumbing, sheet metal,
painting, demolition, concrete masonry, welding, and etc. The
Contractor(s) shall furnish all management, supervision, labor,
materials, equipment, and incidentals required for a broad range of
maintenance, repair, and minor construction work on various real
property facilities, including design and engineering services.
Individual jobs will vary in size and complexity. Delivery Order
minimum is $2,000, maximum $500,000. Please contact Al Elliott or Jack
