combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation number
N00168-98-Q-P254 is issued as a request for quotation (RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. The standard
industrial classification (SIC) code for this acquisition is 2836. The
small business size standard is 500 employees. The National Naval
Medical Center's Pharmacy has a requirement for the following: CLIN
0001: Nine hundred (900) each Albumin, normal serum, human, injection,
5%, 250ml. Partial shipments will be accepted and will be negotiated.
An initial shipment is required by 17 April 1998. Supplies should be
delivered F.O.B. Destination, Material Officer, Bldg. 54, National
Naval Medical Center, Bethesda, MD. FAR 52.212-1. "Instructions to
Offerors -- Commercial" is incorporated by reference and applies to
this acquisition. FAR 52.212-2 "Evaluation -- Commercial Items" applies
to this acquisition. The Government will award a contract resulting
from this solicititation to the reponsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: Price and compliance with
solicitation requirements. Compliance with solicitation requirements is
approximately equal to price. Offerors shall include a complete copy of
the provision at 52.212-3, "Offeror Representations and Certifications
-- Commercial Items" with their offer. FAR 52.212-4, "Contract Terms
and Conditions -- Commercial Items" is incorporated by reference and
applies to this acquisition and resulting contract. FAR 52.212-5
"Contract Terms and Conditions Required To Implement Statutes or
Executive Order -- Commercial Items" is incorporated in this contract
by reference, however for paragraphs (b) and (c) the following
provisions apply to this acquisition: FAR 52.222-26, Equal Opportunity
(E.O. 11246), FAR 52.222-35, Affirmative Action for Special Disabled
and Vietnam Era Veterans (38 U.S.C. 4212), FAR 52.222-36, Affirmative

(41 U.S.C. 10). Quotations are due by COB 4:00 PM EST April 3, 1998.
