intends to award a Purchase Order on a sole source basis to Philips
Analytical, 85 McKee Drive, Mahwah, NJ 07430. Philips will provide the
following equipment: Philips PW2404 automated wavelength-dispersive
x-ray fluorescence spectrometer (XRF). The automated
wavelength-dispersive x-ray is for quantitative and qualitative
analysis of liquids, solids, and powders for the elements range B(5) to
U92) consisting of an integrated sample changer, high voltage generator
for an end-window ceramic x-ray tube, single goniometer optic system,
microprocessor control, software and manuals. The uniquely designed 4kW
close-coupled, thin, end-window with a Rh target ceramic x-ray tube,
allows the Philips PW2404 XRF to have higher sensitivity. The higher
sensitivity level allows shorter counting times at any concentration
level, and therefore more analyses can be performed in the same time
period. The Philips systems is considered unique in that it provides
rapid analysis of routine samples subject to color certification as
well as high quality analyses of color additives and products that may
become the objects of legal cases. The Philips has a two year
nonprorated warranty on the initial and any subsequent x-ray tube. This
purchase also includes: 1) One (1) PW25400/00, VRC X-Y Sample Changer.
2) Six (6) PW2541/12, additional trays -- 12 positions for PW2540/00.
3) Two (2) PW2429/43, Sample holders 27 mm (5). 4) Eighteen (18)
PW1427/93, Set of 5 He liquid cups, 2400/2600. 5) Nine (9) PW2422/33,
10 Plastic inserts 33 mm opening. 6) One (1) PW2451/82, "Semi Q"
Standardless analysis software with complete set of calibration
standards. Philips shall deliver and install equipment within 120 days
after award. A minimum of three days of on-site training will be
provided. Philips shall warrant normal operation of equipment and
provide any needed maintenance for a period of one year following
installation. An award will be made fifteen (15) days from date of this
notice. Sources may submit descriptive literature which fully
demonstrate that their product meets the brand name specification which
shall be considered by the agency. This procurement is being awarded as
