NASA/LeRC plans to award a Requirements Contract to MACNEAL-SCHWENDLER CORPORATION for a NASTRAN floating seat license, plus options for additional licenses, for the MSC/NASTRAN structural analysis solver. NASA/LeRC intends to purchase said license only from MACNEAL-SCHWENDLER, as authorized by 10 USC 2304(c)(1), only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. SIC CODE: 7379 SIZE STANDARD: $18M DO#: C-9 PRODUCT CODE: 7030 The license is more particularly described as follows: NASA Lewis Research Center intends to purchase up to 60 months (consecutively or concurrently) of a fully-fuctional NASTRAN solver, for a period of up to five years (one initial year plus four one-year options). The solver shall provide at minimum, ALL SEVEN of the following analytical solution capabilities: [1] LINEAR OR NONLINEAR STRUCTURAL STATICS. [2] STRUCTURAL DYNAMICS. [3] BUCKLING. [4] STATIC STRUCTURAL AND STEADY STATE HEAT TRANSFER (Linear and Nonlinear capability). [5]NONLINEAR TRANSIENT RESPONSE. [6] DESIGN OPTIMIZATION. [7] AEROELASTICITY. The anticipated contract will provide for only that portion of LeRC's total NASTRAN needs which require ALL SEVEN of the capabilities listed above. LeRC's NASTRAN needs which do not require all seven of those capabilities may be acquired separately. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 30 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 30 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
