COMMERCE BUSINESS DAILY ISSUE OF MARCH 19,1998 PSA#2055U.S. Environmental Protection Agency, National Center for Environmental
Assessment (MS117), 26 West Martin Luther King Drive, Cincinnati, OH
45268 A -- MULTIMEDIA ASSESSMENT OF HUMAN HEALTH RISKS ASSOCIATED WITH
MULTIPLE PATHWAYS OF EXPOSURE TO WASTE (HAZARDOUS OR SOLID) TREATMENT
PRACTICES, SPECIFICALLY IN THE AREA OF COMBUSTION SOL NCEA-CIN-01 DUE

e-mail EPA Contact, tucker.donna@epamail.epa.gov. Requirements -- The
United States Environmental Protection Agency, National Center for
Environmental Assessment -- Cincinnati Office, (NCEA-CIN) seeks
preproposals to conduct multipathway exposure assessment research
related to different types of waste treatment practices, specifically
but not limited to stationary combustion sources. Areas of interest
include investigations into fate and transport of pollutants through
the environment, defining study populations, designing exposure
scenarios, human subpopulations (e.g., various age groups, behavioral
activities, and pre-existing medial factors), cumulative risk, and
probabilistic uncertainty analysis, applicability of using Geographical
Information Systems (GIS). Pollutants from stack emissions and other
source classes can be incorporated into soil or water and can
accumulate in the terrestrial or aquatic food chains. Humans are
exposed to these pollutants by various routes of exposure (i.e.,
dermal, oral and inhalation) and types of media (i.e., soil, air,
surface and ground water, sediment) and through the food chain (i.e.,
ingestion of foods grown in the contaminated soil or water). The intent
is to develop a two-year cooperative agreement on any or all of the
announced research areas of interest with the primary purpose of
supporting or stimulating human health risk assessment in exposure
assessment research. NCEA-Cin scientists will collaborate in the
research by providing information on multiple pathway assessment and by
participating in authorship of research publications. Pre-proposals
must not exceed 10 pages and will be thoroughly reviewed and evaluated
by a technical evaluation panel of scientists. Successful preproposals
will be invited to submit a competitive cooperative agreement
application including a full and detailed project proposal for funding
consideration. Depending on funding availability, the awards are
estimated to range from $25,000 to $100,000 over two years. Interested
applicants must be eligible to receive Federal Assistance under the
Safe Drinking Water Act (SDWA), Solid Waste Disposal Act, as amended;
Clean Air Act, as amended; Clean Water Act, as amended; and CERCLA, the
Code of Federal Regulations (CFR) Part 30-General Regulation for
Assistance Programs, and Part 40-Research and Demonstration Grants.
ONLY STATE AND LOCAL GOVERNMENTS, NONPROFIT RESEARCH INSTITUTIONS OF
HIGHER EDUCATION, INDIVIDUALS, OR NONPROFIT RESEARCH ORGANIZATIONS
ELIGIBLE TO RECEIVE FEDERAL ASSISTANCE UNDER THESE ACTS SHOULD SUBMIT
A REQUEST for a preproposal. Proposals from other Federal Agencies are
not solicited and will not be accepted. Interesed parties may obtain
a copy of Solicitation #NCEA-CIN-01 by contacting Donna Tucker, USEPA,
