The United States Environmental Protection Agency, National Center for
Environmental Assessment -- Cincinnati Office, is issuing a "Request
for Pre-proposals" (RFP) for Cooperative Agreements to conduct both
biological and statistical research related to the assessment of human
health risk due to pathogen and host factors. Areas of interest
include investigations into: human subpopulations (e.g., infants,
children, immuno-incompetent, and elderly) waterborne pathogen risk and
health outcomes, development of (disease/illness/infection/outcome)
severity indices as well as resultant costs, consideration of
multi-route exposures, carrier states, and uncertainty factors. The
intent is to develop one to three year cooperative agreements on any or
all of the announced research areas of interest with the primary
purpose of supporting or stimulating human health risk assessment in
water-borne pathogen research. Only written requests limited to 10
pages or less describing research proposal will be taken to obtain a
detailed RFP solicitation package. Two copies of each pre-proposal must
be received by April 20, 1998, and submitted in accordance with the
RFP. Pre-proposals will be thoroughly reviewed and evaluated by a peer
review panel as set forth in the RFP. Successful pre-proposers will be
invited to submit a Competitive Cooperative Agreement Application,
including a full and detailed project proposal for funding
consideration. Depending on funding availability, the awards are
estimated to range from $50,000 to $300,000 total over 3 years. The EPA
reserves the right not to make any awards from this RFP. Interested
applicants must be eligible to receive Federal Assistance under the
Safe Drinking Water Act (SDWA), the Code of Federal Regulations (CFR)
Part 30-General Regulation for Assistance Programs, and Part 40-
Research and Demonstration Grants. ONLY STATE AND LOCAL GOVERNMENTS,
NONPROFIT RESEARCH INSTITUTIONS OF HIGHER EDUCATION, INDIVIDUALS, OR
NONPROFIT RESEARCH ORGANIZATIONS ELIGIBLE TO RECEIVE FEDERAL ASSISTANCE
UNDER THESE ACTS SHOULD SUBMIT A REQUEST for a preproposal. Proposals
from other Federal Agencies are not solicited and will not be accepted.
