Naval Air Systems Command (NAVAIR) and the Electronic Systems Center
(ESC/AC) intend to conduct a full and open competition for the Navy and
Air Force Joint Mission Planning Segment (JMPS) Design and Development
program. As presented at the JMPS Industry Day on 29 January 1998, and
in correspondence posted on the Hanscom Electronic Bulletin Board
(HERBB), the JMPS program will consist of two phases. Up to two
contractors will be selected for the five month Phase I Migration/Reuse
Study. Following the Phase I study, the Government will conduct a
rolling downselect and exercise an option with one of the these two
contractors for the Phase II JMPS development effort. NAVAIR and ESC/AC
are currently preparing to release a Draft Request for Proposal (RFP)
for JMPS on or about 3/18/98. This synopsis is to provide prospective
offerors early information in order to assist in proposal planning. The
Government does not anticipate conducting a pre-solicitation conference
at this time, however, one may be planned if deemed necessary.
Prospective offerors are notified that NAVAIR intends to conduct this
acquisition electronically. The Draft RFP, as well as all other
information regarding the JMPS procurement, may be downloaded from the
Electronic Systems Center Business Opportunities bulletin board that
can be accessed at "http://herbb.hanscom.af.mil". Once on the bulletin
board, select "BIZ OPPORTUNTIES" and then "JOINT MISSION PLANNING
SEGMENT". Parties experiencing difficulty obtaining these documents
electronically should contact Ms. Erinn Forrester at the number listed
above. Comments and responses to these documents should be made
through the JMPS bulletin board at the page manager e-mail address.
Prospective offerors shall submit all questions and requests for
clarification regarding the Draft RFP in accordance with L-12 of the
solicitation on or before 2 April 1998 to the following e-mail address:
herbb@mps-bbs.hanscom.af.mil. In addition, proposals shall be
submitted, read, and evaluated electronically.The proposals will be
accessed via Microsoft Windows NT 4.0 Advanced Server network.
Proposals shall be submitted using appropriate Microsoft Project
4.0/5.0 and appropriate Microsoft Office 97 Applications for Windows.
(For purposes of the electronic source selection, Office 97 is the
preferred application, however the offeror may submit his proposal
using an earlier version of Microsoft Windows). The electronic source
selection facility consists of the following computer systems: ITEM
