J -- WATERTIGHT HATCHES SOL DTCG80-98-P-AWL047 DUE 040398 POC Contact Ms. Beverly Garner, Contracting Officer (757) 628-4663 This is a synopsis of a requirement for commercial parts prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in the notice. A written solicitation will be issued upon request. This is a request for quotation (RFQ) number DTCG80-98-Q-AWL047. This solicitation document will incorporate provisions and clauses that are in effect through Federal Acquisition Circular 97-03. The standard industrial classification code is 3442 and the size standard is 500 employees. The requirement is for the following: Contractor to provide EIGHT (8) each watertight hatches with the following specifications: raised, 30" x 60" clear opening. 10 individual dogs, 13 psi (minimum) watertight IAW NAVSEA DWG 805-1645438, fitted with an 18" diameter clear opening, quick acting flush, watertight scuttle IAW NAVSEA DWG 805-1623054. Scuttle must be operable from both sides. Scuttle will be hinged on the same side as the hatch. Hatch to be hinged on the short side. Hatch coamings shall be 7" high. Both scuttle and hatch coamings shall be made of corrosion-resistant steel or steel with corrosion resistant knife edges. Hinges shall be stainless steel. Hatch cover shall be complete with dogs, pins, braces, catches, gaskets, and nuts. Gaskets shall be IAW MIL-R-900F. A lubrication system shall be provided for all hatch lifting and dogging mechanisms.In general, inorganic zinc primer, MIL-P-23236, shall be used to finish all parts. Individually galvanized parts, where required, shall not be painted. All mechanisms shall move freely and easily. Gaskets and knife edges to be delivered paint free. Use of lead paint is prohibited. Scuttle hand wheel to be stainless steel. Scuttle shall have a self-locking hold-open brace built into the hinges. Hatch shall be furnished with a dual hinge spring assist mechanism. Individual hinge assembly parts will be fabricated as shown in NAVSEA DWG 1624132. Spring assembly to be suitably sized for this hatch and the spring material is stainless steel. Thehatches are to be delivered on/before July 1, 1998 to: USCG NESU Boston, 427 Commercial Street, Boston, MA 02109-1085. There will be a non-refundable charge of $50.00 required in the form of a certified check or money order payable to the U.S. Coast Guard for requested drawings. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
