NOAA's National Marine Fisheries Service (NMFS) has a requirement for professional services to coordinate and organize various intergovernmental forums, such as the Regional Forum and the Columbia Basin Fish and Wildlife Authority (CBFWA) Forum created by agreement among all of the Columbia Basin's state and federal fish and wildlife agencies and federally recognized Indian tribes. The majority of the work performed under this contract will in the vicinity of the Portland, Oregon and Vancouver, Washington areas. The coordination functions include the following: developing agendas for meetings, arranging meeting accommodations for forums, disseminating meeting information to forum participants, and arranging for necessary dispute resolution services when needed. At the CBFWA forum, contractor shall serve as a NMFS representative to convey NMFS's position in the implementation plans and the annual prioritization of the Bonneville Power Administration's fish and wild life program and to participate on the Watershed Equity Team. In addition the contractor shall prepare reports and advise NMFS on Columbia River governance and coordination mechanisms for inclusion in the NMFS's recovery plans and biological opinions. The period of performance is for one (1) base year with options for two (2) additional one-year option periods. All responsible sources may submit a proposal which will be considered by this agency.
