556-7596 PRE-SOLICITATION DESCRIPTION OF WORK -- The intent of this
planned procurement is to obtain a new 7,342 square meter waterfront
building comprised of a boat operations/warehouse maintenance repair
area including high bay construction with cranes, space for an armory,
and administrative area. The work will include plumbing, associated
utility connections, heating/ventilating system, air conditioning
system, electrical system with lighting distribution, fire protection
system, telecommunications, energy conservation features, locker rooms,
storm drainage, parking areas with handicapped access, sidewalks,
concrete apron, site developments, demolition of three existing
buildings, relocation of existing facilities, hazardous materials
removal and disposal, and incidental related work. The work shall be
located at the Naval Air Station, North Island, San Diego, California.
The estimated cost is between $5,000,000 and $10,000,000. This
procurement is intended to be a Firm Fixed Price contract procured
through the Source Selection RFP process. The contract duration will be
approximately 365 calendar days. This project will be unrestricted.
Proposals will be considered from all responsible sources. The Standard
Industrial Code is 1542 and the annual size standard is $17 million.
The following source selection evaluation factors and subfactors
(listed in relative order of importance) will be used to evaluate
contractors' proposals: (1) Price, (2) Technical (composed of [a]
Construction methodology, [b] Experience and qualifications of prime
contractor and subcontractors, [c] Corporate resources, [d]
Subcontracting effort), and (3) Past Performance (comprised of [a]
Previous projects of similar size and complexity, [b] Reputation for
customer satisfaction with former and current customers, and [c] Record
of and degree of commitment to subcontracting to small, small
disadvantaged, and women owned small and small disadvantaged
businesses, and record of and degree of commitment to safety).
Contractor evaluations in the US Army Corps of Engineers Construction
Contractor Appraisal Support System (CCASS) database will also be used
in the evaluation of past performance. Be advised that contractors
with prior waterfront construction experience will be given additional
consideration. It is anticipated that the project documents will be
produced as an electronic bid set with no paper copies. The anticipated
release date of the electronic bid set is 10 May 1998. Receipt of
proposals is tentatively scheduled for 9 June 1998. Interested parties
are encouraged to identify issues or concerns regarding this proposed
acquisition, such as feasibility of the requirement and suitability of
the evaluation criteria. The Navy desires to promote communication at
the earliest stage of the acquisition by giving industry a better
understanding of the government's requirements and eliminate those
requirements that impose unnecessary burdens on the industry.

precluded from giving responses during the time period prior to the
anticipated issuance date; however, all communications received may be
