Y -- DESIGN BUILD FOR MAINTENANCE, REPAIR & REHABILITATION OF FACILITIES FOR PREVENTION OF WATER INFILTRATION AT UNITED STATES MILITARY ACADEMY, WEST POINT, NEW YORK SOL DACA51-98-R-0022 DUE 040198 POC Ina J. Solicitation for- indefinite quantity design-build contracts for water infiltration testing, investigation and remediation projects at various buildings at the United States Military Academy at West Point, New York. Multiple awards may be made from this solicitation. At this time the actual buildings have not been identified but this contract will be capable of addressing any and all buildings at USMA. Most of the structures at USMA consist of granite facades with steel superstructure, although there are all masonry type buildings present. The contracts will be utilized as a rapid response to the various water infiltration problems at various academic, residential, administrative and industrial HISTORIC type facilities throughout USMA. Contractors will be required to have capabilities to perform in depth forensic testing and investigate all sources of water infiltration, including, but not limited to, roof systems, wall systems, masonry building facades, windows, doors, other roof and wall penetrations, flashing issue, subsurface (foundation, slab on grade, etc.) and any other source of water infiltration problem. Contractors will be required to respond to USMA in a quick (24-48 hour period) and efficient manner to complete their testing/investigation and develop a comprehensive scope of work (work plan) for the remediation and repair. Upon approval of the work plan, the Contractor will be required to implement the approved plan. The total value of each indefinite delivery contract is $7,500,000. The contract will consist of one base year at $1,500,000 with four (4) option years at $1,500,000 each. For each contract the minimum guarantee for the base years will be $30,000. Each option year will have a minimum guarantee of $15,000. FAR 36.3 Two Phase Design-Build Selection Procedures will be used in the Contractor selection process. Phase One qualification is open to all interested firms. After qualification statements for Phase One are submitted, the evaluation committee will select a maximum of five (5) qualified offerors to continue to Phase Two. The formal RFP will be sent to these five (5) offerors. The following evaluation factors will be used to evaluate Phase One qualification statements: (Factors are listed in descending order of importance with factors two, three and four being of equal importance): (1) Specialized and recent experience with project of similar type and nature, (2) professional expertise and technical competence, (3) Past performance and work quality, (4) Understanding of historic preservation procedures, (5) Ability to provide a multi-disciplinary work force. No other information shall be provided in the Phase One qualification package. In Phase Two, no more than five (5) qualified offerors will prepare and submit their technical and price qualification package. The package will consist of a more comprehensive presentation of the offeror's proposed management structure, technical expertise, quality control plan, past performance, proposed labor rates for a time and material provision and a proposal for a hypothetical work order that will be described in the RFP. Phase One Request for Qualification package DACA51-98-R-0022 will be available on or about 01 April 1998 on the the New York District web site: www.nan.usace.army.mil/intra/index.htm#CBD.. This package is only available on the aforementioned web site. Complete submittal instructions for Phase One are contained in this package. The Phase One qualification statement shall be no more than 50 pages. Ten (10) copies the qualification package shall be submitted to Ms. Ina Ohrwashel, Room 1843, 26 Federal Plaza, New York, NY within a prescribed time. Any changes to the request for qualification statement will be posted on the web site. Phase I solicitation documents consist only of a Request for Qualification packet which is posted on the WEBSITE. There will be a nonrefundable charge for Phase II solicitation documents. The cost will be determined at a later date. There will be no other CBD Synopsis for this project. This project is UNRESTRICTED and all qualified firms are encouraged to submit.
