41 -- REFRIGERATION SYSTEM SOL DAAN01-98-R-0007 DUE 052098 POC Contract Specialist MARY F. HORTON (508) 233-4336 (Site Code DAAN02) The U.S. Army Soldier System Command (SSCOM) has a requirement for a refrigeration system for transport and storage of perishable food items and medical supplies in the field. The refrigeration system shall also be used to provide refrigeration for mortuary affairs. The refrigeration system shall consist of an eight foot by eight foot by twenty foot ISO insulated container, an electric-driven, 9000 BTU mechanical refrigeration unit and a l0kW tactically quiet generator (TQG). The refrigeration unit and TQG will be provided as government furnished equipment (GFE). The contractor will design and fabricate the ISO insulated container and integrate the GFE. The refrigeration container shall be fabricated from advanced materials that provide adequate strength while reducing weight and improving efficiency. The refrigeration container shall be compatible with current military transport and storage needs. The Government anticipates that this acquisition will result in a single award, utilizing the best value concept, of a Firm-Fixed-Price/Requirements contract consisting of a Basic Ordering Period with four Optional Ordering Periods, not to exceed 60 months. It is anticipated that two First Article Test Units and contractor Testing and Spare Repair Parts will be required. The basic Ordering period and each optional Ordering Period is estimated to be between 50 to 200 units. The Army reserves the right to consider a small or small disadvantaged business set-aside based on the responses received. Firms responding shall indicate whether or not they are a small or small disadvantaged business concern. The Standard Industrial Classification Code (SIC) is 3585; the size standard for which is 500 employees. NOTICE: In accordance with Federal Acquisition Regulation (FAR) Part 15.202- ADVISORY MULTI-STEP PROCESS, the Government invites potential offerors to submit a concept paper, limited to 5 pages in length, describing their technical concept (proposed design, type of material, approach in meeting the performance specification, design verification approach and capabilities); projected unit price for the basic ordering period and production (supporting cost/pricing data is not required or desired); and the projected delivery schedule in terms of capability of producing the minimum and maximum number of units per month and the anticipated lead time. Copies of the performance specification are available, and firms requesting a copy shall submit the request by data fax or E-Mail. NOTE: Electronic submission of the concept paper is mandatory. Telephone calls will not be accepted. The government will evaluate all concept papers submitted and provide a written response to the offeror within 10 days of receipt of the concept paper. The government may also conduct one-on-one meetings, for the purpose of further discussion, with those offerors who submitted a concept paper. The purpose of this process will be to inform potential offerors whether or not the Government believes they will be a viable competitor in this acquisition and the reasons for the opinion. This process will not preclude offerors from participating in the acquisition. Concept papers will be accepted until April 15, l997. The Final Request for Proposal (RFP) is scheduled to be released on April 24, l998 with a closing date of May 26, l998.
