Garelick, Contracting Officer, Telephone (703) 630-6809 58 -- The following is a Request For Comments (RFC). This synopsis is to afford industry an opportunity to comment on issues regarding a proposed solicitation for a Digital Narrowband Radio Communications System with voice and data capabilities. The new communication system will replace an existing analog Hi-Split VHF land mobile radio system that provides clear and encrypted communications throughout the contiguous United States, Alaska, Hawaii, Guam, and Puerto Rico. All current radio communications capabilities and functionality must be maintained in the new system while providing new and enhanced capabilities to facilitate investigative needs. The FBI is mandated to transition to narrowband digital technology and provide communications equipment and services that are in compliance with consensus standards as required by Public Law 104-113 and Office of Management and Budget Circular A-119. The FBI is aware of the status of emerging technologies, therefore, the technologies disclosed in providedcomments must be capable of migration to new standards. All providers of communications equipment and services are aware of the difficulty public safety agencies have with communications interoperability relative to diverse frequency bands and multiple modes of operation. The resolution of this issue should be key in the choice of equipment, services, and systems integrated for this new communications system. The FBI intends to release a draft solicitation for the proposed system and services on or about April 2,1998. The Government's purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of a proposed solicitation. The government believes industry feedback is important, and is receptive to any and all suggestions from the industry which would result in limiting unnecessary constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the proposed contract. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve on a final solicitation package. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Request for Proposals. The use of comments received from industry to complete the final statement of work and resulting solicitation document will be at the discretion of the FBI. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the RFC should not be used by offerors to market their product/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFC. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Request for the draft solicitation must be submitted in writing to the attention: Larry I.
