synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The solicitation number is
53SBNB860024, and the solicitation is issued as a request for
quotation. The standard industrial classification (SIC) is 5084 and the
small business size standard is 500 employees . Federal Acquisition
Circular 97-03 applies to this acquisition. The National Institute of
Standards and Technology (NIST) intends to acquire from Laser
Analytical Systems, Inc. (LASI), the following: CLIN 0001: one each,
external actively stabilized ring resonator for generation of
continuous wave frequency doubled laser light in ultraviolet. The
external cavity frequency doubler shall possess the following
capabilities: UV lasing wavelengths: 285-300 nm from 570-600 in the
visible, 300-325 nm from 600-650 nm in the visible, 325-350 nm from
650-700 nm in the visible; fundamental wavelength coverage -- 560-625
nm in the visible, 625-700 nm in the visible; greater than 5%
conversion efficiency to the UV of the fundamental input power that is
over the full range specified above for molecular beam spectroscopic
measurements; external cavity resonator for frequency doubling actively
locked to the fundamental wave; method for frequency locking --
electro-optic modulation (EOM) technique on the fundamental wave;
fundamental EOM wavelength coverage -- 410-850 nm.; single mode scan
range while locked -- 40 GHz; external cavity scan rate in the
fundamental -- 10 GHz/sec.; intensity stability of UV output
power-within 5% of the fundamental pump input power stability;
resonator transverse spatial mode -- TEM00; UV output polarization mode
purity: linear, >10:1; UV output spatial mode profile -- elliptical,
8:1 without compensator; spherically symmetric gaussian with
astigmatism compensator. Anticipated award date is April 10, 1998.
Shipping terms: FOB destination, National Institute of Standards and
Technology, Building 301, Receiving Room, Gaithersburg, MD, 20899 eight
weeks after contract award. The NIST intends to solicit one source
under authority of FAR 13.106-1(b)(1), which permits solicitation from
one source if the contracting officer determines that the
circumstances of the contract action deem only one source reasonably
available. LASI's external cavity design is the only known design which
meets all of the above specifications without giving rise to mode hops
that destroy the system's single mode tunability over the relevant
wavelength range. The UV conversion efficiency of greater than 5% is
required for molecular beam spectroscopic measurements and is not
possible by use of the intracavity designs. Therefore, the external
cavity design is the only design which meets all of the above
specifications. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. LASI shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled Veteran Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on

shall submit a quote for the frequency doubler, technical description
or product literature, two copies of the most recent published price
list and one completed copy of the provision at FAR 52.212-3. Offeror

Time, March 30, 1998. The NIST will not consider an offer or
modifications of the offer received at the address specified for the
receipt of offers/quotes after the exact time specified for receipt of
