Meredith, Contracting Officer, 704/347-1365 This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; prices are being requested and a written solicitation will not be issued. Solicitation R8-98-07 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 97-02. The applicable Standard Industrial Classification (SIC) code is 2879; size standard is 500 employees. The USDA-Forest Service is soliciting for the acquisition of the following herbicides/pesticides: Zone 1 (Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia) -- Accord (product specific; no substitutions), 75 gallons (2.5-gallon containers); Arsenal Applicators Concentrate (product specific; no substitutions), 600 gallons (1-gallon containers); Roundup (product specific; no substitutions), 75 gallons (2.5-gallon containers); Limonene (Citrus) (Limonene Adjuvant -- formulated liquid adjuvant containing 70-90% citrus based 100% d-Limonene and 10-30% surfacant and emulsifier mixture sufficient to ensure miscibility in aqueous solution; product efficacy shall be equivalent to that of JLB International's Cide Kick or Exacto's Citry), 200 gallons (5-gallon containers); Limonene (Pine) (Limonene Adjuvant -- formulated liquid adjuvant containing 70-90% pine based 100% d-Limonene and 10-30% surfactant and emulsifier mixture sufficient to ensure miscibility in aqueous solution; product efficacy shall be equivalent to that of JLB International's Cide Kick II or Exacto's Pinene), 650 gallons (5-gallon containers); Mineral Oil + Adjuvant (mineral oil based additive -- formulated liquid adjuvant containing 99.5% midly hydrotreated petroleum based mineral oil plus 0.5% d-limonene adjuvant), 1,050 gallons (25-gallon/30-gallon containers), 150 gallons (15-gallon returnable containers); Vegetable Oil + Adjuvant (vegetable oil based additive -- formulated liquid adjuvant containing 99.5% vegetable oil plus 0.5% d-limonene adjuvant), 350 gallons (25-gallon/30-gallon containers), 100 gallons (15-gallon returnable containers); Dye (Water Solub.), 50 gallons (2.5-gallon containers); Garlon 3A (product specific; no substitutions), 2,000 gallons (5-gallon [2 x 2.5-gallon) containers); Garlon 4 (product specific; no substitutions), 1,500 gallons (5-gallon [2 x 2.5-gallon] containers); Velpar DF (product specific; no substitutions), 2,500 gallons. Zone 2 (Arkansas, Louisiana, Mississippi, Oklahoma, Texas) -- Roundup, 200 gallons (2.5-gallon containers); Velpar DF, 6,000 gallons. Product specific -- EPA requires that products be labeled for "site" of application. Any product purchased from this contract must have appropriate labeling to permit forest, right-of-way, or wildlife site use. Quoters must provide product meeting this label constraints or product will be returned at quoter's expense. Evaluation will be in accordance with FAR 52.212-2 based on price and other factors. Offers shall include a complete copy of FAR 42.23203, Offerors Representations and Certifications-Commercial Items, with quotes.
