efxevents@hanscom.af.mil. 1. The Electronic Systems Center (ESC) of
Air Force Material Command (AFMC) will sponsor the EFX99
Government/Industry Day at 0800 on 27 March 1998 at the Enlisted Club
at Hanscom AFB, MA. The purpose of this Industry Day is to provide as
much information as possible regarding the current vision for EFX99 and
to facilitate open discussion from attendees about EFX99. This session
is not to be considered a precursor to a call for White Papers. A
second Industry Day is planned to provide additional details when
available. 2. EFX99 is the second in a series of CSAF-sponsored
experiments. The purpose of these experiments is to pursue new command
and control (C2) operational concepts and advanced technologies in a
combined live-fly and simulation environment to enable information
superiority. Through advanced and integrated C2 systems, Air Force core
competencies will provide much greater capability to the Joint Forces
Air Combat Commander (JFACC). 3. EFX99 will emphasize integration of
space capabilities into an Aerospace Expeditionary Force (AEF) and
distributed Space and Air Operations Center (SAOC) environment. Joint
participation will be highly encouraged and expanded where possible.
The desired SAOC end state is a seamless virtual battlespace management
capability. To date, the specific objectives of EFX99 consist of: (a)
Continuing to evolve the EFX98 baseline in each of the AF's Core
Competencies that -- -- Identifies concepts and emerging technologies
to strengthen command, improves control, and enhances operations -- --
Evaluates operational concepts, procedures, and organizations that
leverage existing and emerging technologies and doctrine -- --
Increases participation of the AF and other armed services Battlelabs
(b) Integrating Space capabilities to enhance AEF operations (c)
Driving Joint interoperability and exploring areas for Joint/Combined
participation (d) Co-evolution: identifying changes to training and
performance driven by rapid insertion of technology and its effect on
the processes. 4. The Industry Day will consist of one session
involving all attendees, with a planned ending time of 1:00 p.m.
Attendees of EFX 99 Government/Industry Day will be presented
information on the EFX98 baseline and the evolving systems
architecture. Additional information will be provided on the EFX99
hypothesis, objectives, premises, and notional execution timeframes. An
open forum discussion will be encouraged from attendees on how to
achieve broader joint service participation, experiences from similar
experimentation events, how to increase small business participation,
more efficient experiment execution, and other information. Time will
be allotted for questions and answers. Please keep watching the HERBB
