205-313-4329. The U.S. Army Aviation and Missile Command is proposing
to acquire efforts to support the utilization of the Multi-Sensor Aided
Targeting-Air (MSAT-Air) testbed aircraft for data collection of sensor
imagery and evaluation of critical component technology to be
Government furnished data on the RAH-66 Comanche Development program
prime contract. This effort supports the on-going utilization of the
MSAT-Air testbed aircraft for data collection of sensor imagery and
evaluation of critical component technology in support of the RAH-66
Comanche Aided Target Detection/Classification (ATD/C) development and
Air/Land Enhanced Reconnaissance and Targeting (ALERT) programs. This
effort also includes the upgrade of the contractor furnished
Electro-Optical Sensor System (EOSS) including replacement of the
laser, forward-looking-infa-red (FLIR) component, and controller. Other
requirements include necessary upgrades and technical/maintenance
support for all associated hardware for the MSAT-Air testbed aircraft
and hardware/software design documentation, drawings, and various other
data. The period of performance for this effort is the date of contract
award through 36 months. AMCOM anticipates award of a Delivery Order
under Basic Ordering Agreement DAAJ09-97-G-0026 to Lockheed Martin.
Justification and Authority is 10 U.S.C. 2304(1). This proposed
contract action is for supplies which cannot be procured through full
and open competition because the authority states only one responsible
source and no other supplies or services will satisfy agency
requirements, FAR 6.302-1. Firms that recognize and can produce the
required item described above are encouraged to identify themselves to
the Contracting Officer and provide supporting evidence to the
Contracting Officer which will permit their participation in the
current or future solicitation. All responsible sources may submit a
bid/proposal which shall be considered by the agency. See Numbered
