for a full and open competitive acquisition. The Air Force Research
Laboratory, Phillips Research Site, Contracting Directorate (DET 8
AFRL/PKDP) is seeking a contractor who will design and fabricate a high
power, high efficiency 95 GIGAHERTZ RF Source. DET 8 AFRL/PKDP will be
soliciting proposals from offerors who possess an in depth
understanding of designing, building, testing and delivering 95
Gigahertz, 100 kilowatt continuous output microwave sources, including
ancillary equipment such as superconducting magnets, magnet power
supplies and controls for two microwave tubes and a single
superconducting magnet subsystem, with an optional procurement of a
third tube and additional superconducting magnet subsystem. The
superconducting magnets shall not require externally supplied cryogens.
This equipment must meet certain system integration and packaging
requirements. Offerors will be required to work closely with system
integrators and a government team who are developing transmitter
systems. The basic period of performance will be eighteen (18) months
with a twelve (12) month option period, which may run concurrent with
the basic contract. The anticipated contract value is estimated to be
between $1.5M & 2.3M including the option. The contract type for this
acquisition will be a Cost Plus Fixed-Fee (CPFF). See Note 26. The
contractor must have personnel cleared at the SECRET level. The RFP
will not be released sooner than 15 days after this announcement. The
solicitation resulting from this announcement will be available to
interested parties via the AFRL/PRS Contracting Web Site
(http://www.plk.af.mil). Offerors that download the RFP must monitor
the Web Site for potential changes to the acquisition. RFP amendments,
and questions and answers concerning the solicitation will be posted
on the Web Site. All posted information will clearly display its date
of posting. Offerors are reminded of the requirement to acknowledge all
amendments in their proposal. Paper copies of the RFP and amendments
will be furnished upon request. Offerors requesting the solicitation
either off the web site or by mail need to submit their company name,
address, phone number and if they are a large, small, small
disadvantaged or woman owned business. Foreign participation is
excluded at the prime contractor level. Services required under the
resultant contract will require access to Military Critical Technology
data whose export is restricted by applicable export control laws and
regulations. Contact the Defense Logistics Center (DLSC), Federal

process. Offerors are required to provide a copy of the
government-approved, contractor-certified DD Form 2345 with their
proposal. The SIC Code for this requirement is 8731. All responsible
sources may submit a proposal in response to the RFP for consideration.

Ombudsman has been appointed to hear concerns from offerors or
potential offerors, primarily during the proposal development phase of
this competitive, negotiated acquisition. The purpose of the Ombudsman
is not to diminish the authority of the Program Director or Contracting
Officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel in the
pre-proposal phase of competitive, negotiated acquisitions. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
