roy_g_sensenig@parsons.com. The Egyptian Electricity Authority (EEA),
a public sector organization under the Ministry of Electricity and
Energy, Government of Egypt, invites expressions of interest and
submission of prequalification information, for the purpose of
shortlisting, from U.S. firms only who can qualify through experience
with projects of similar magnitude, for Design/Build (D/B) services,
for the replacement of the controls for the existing boiler, turbine
and balance-of-plant controls and related field instrumentation and
equipment at each of the four units at Abu Qir and Abu Sultan power
generating plants. The works shall include design, manufacture, supply,
installation, testing, training and commissioning of the Distributed
Control Systems/Data Acquisition Systems (DCS/DAS) and related
equipment. The project scope shall specifically address the following
for both plants: 1. Replacement of the existing electric-analog and
electrical relay systems with a new distributed control and data
acquisition system, including data highway for each unit. 2. Selective
replacement of existing transmitters with new two-wire type Smart
transmitters. 3. Replacement of the existing boiler water/steam
analyzers and panels. 4. New engineer s consoles. 5. New printers and
plotters. 6. New Local Area Networks as required. 7. New
uninterruptable power supply for the DCS/DAS equipment. 8. Complete
refurbishment of the existing boiler water/steam sampling rooms
including walls, flooring, plumbing, ventilation, A/C, and waste
drainage. 9. New retractable Furnace Cameras. 10. Option for CEM system
installation. The project scope for each plant shall specifically
address the following: Abu Qir: 1. Selective replacement of existing
thermocouples as needed to support data acquisition and thermal
performance features of the DCS/DAS. 2. Replacement of the existing
extraction type furnace oxygen analyzers with new in situ type
analyzers. 3. New operator, CRT based, bench to replace the existing
benchboards and one 64 inch monitor common to all four units. 4.
Removal of recorders, indicators, scanners, and hand/auto stations from
the existing vertical panels. 5. Replacement of several existing
control valves. 6. New fire detection system for both the electronics
and control rooms. 7. Modifications of the existing turbine control,
safety, and monitoring including the replacement of the
mechanical-hydraulic governor, multiplying relay, and starting device,
and incorporation of the overspeed, loss of lubrication, and vacuum
protection into the DCS/DAS. 8. New local stop push-button stations for
motor driven equipment. 9. New synchronizing clock system. 10.
Modifications to control room lighting and HVAC. 11. New H2/CO2 and
H2/O2 analyzers for the turbine generator hydrogen system. Abu Sultan:
1. Modifications to control room lighting and flooring. 2.
Modifications to control room bench/vertical boards. 3. New operator,
CRT based, consoles to replace the existing benchboards. 4. New
generator hydrogenpurity monitor. 5. Replacement of existing turbine
bypass and auxiliary steam control valves. 6. New circulating water
flow and furnace pressure switches. 7. New opacity and CO monitors. 8.
New fuel oil flow meters/transmitters. 9. Replacement of the existing
GE Mark II turbine controls and monitoring equipment with the latest
GE Mark, or equivalent, controls and monitoring equipment. 10. New
turbine vibration monitors. 11. New oil tank level controls. 12. New
Unit 1 & 2 chillers. Anticipated D/B period is September 1998 through
September 2000. The bidder may bid separately on the Abu Sultan
Controls Upgrade Project and/or on the Abu Qir Controls Upgrade Project
and/or bid on the combination of both Abu Sultan and Abu Qir. EEA
contemplates awarding a fixed-price, D/B, host-country contract(s)(HCC)
to the responsive bidder(s) whose bid(s) conform to this solicitation
requirements and provides the lowest total price. In determining the
lowest price, the sum of the lowest price bids for Abu Sultan and Abu
Qir separately will be compared against the lowest combined bid for
those bidders considered responsible and responsive. Payment will be in
U.S. dollars and local currency. Financing of the U.S. dollar portion
will be under USAID Grant No. 263-0224. Local currency payments will be
made by EEA. Firms will be evaluated in accordance with the evaluation
criteria found in the Prequalification Questionnaire (PQ), listed in
descending order of importance. Firms are expected to comply with USAID
source, origin and nationality requirements and USAID geographic code
(000) as set forth in Title 22 of the Code of Federal Regulations, part
228 (22 CFR Part 228) and, to demonstrate capabilities, experience and
the ability to complete this D/B project as stipulated and explained
in the PQ. Participation of combinations of firms is acceptable,
provided that it is in the form of a single firm as a prime contractor
with subcontracts. It is anticipated that the PQ and additional
information will be available by written request (facsimile requests
are acceptable) from Gilbert/Commonwealth, Inc., 2675 Morgantown Road,
Reading, PA 19607 fifteen days after the publication of this notice.
The deadline for receipt of information will be 30 days after the date
of the issuance of the PQ. Instructions for submittal of information,
i.e, exact date of submission, time and place will be provided in the
PQ. Late submissions will not be considered. An Invitation For Tenders
(IFT) will be issued to prequalified firms, with the intent of awarding
a fixed price H.C. contract with EEA to the successful bidder(s) about
September 1998. Award will be made to the lowest responsive and
responsible bidder(s). The Government of the Arab Republic of Egypt and
the U.S. Agency for International Development encourage and welcome in
this activity the participation, to the fullest extent possible, of
minorities and women both as individuals and as members of contracting
or sub-contracting firms. In this respect, it is anticipated that the
prime contractor will make every practicable use of such personnel and
