and adds to the original synopsis, which appeared in the Commerce
Business Daily on Tuesday, 3 March 1998, issue # PSA-2043. REVISE: (1)
EXPERIENCE: Recent specialized experience in the design of major
(>$500,000) repairs and/or renovations of buildings; the design of
new buildings, of various building types, ranging from $500,000 to
$4,000,000; development of bid documents for design-build projects;
and, prior experience in the successful execution of multiple projects
on similar (i.e., indefinite delivery/indefinite quantity (IDIQ))
Architectural contracts. Recent experience is defined as that
experience gained on representative projects completed during the past
seven (7) consecutive year period; (2) QUALIFICATIONS: Professional
qualifications of the staff, including in-house, teaming partners,
and/or consultants, with respect to the overall makeup of the
architectural/engineering team. The experience and roles of key design
personnel, specifically on relatedprojects, and on other similar
Architectural IDIQ contracts, as addressed in criteria element (1)
above. is paramount. Criteria items (3) through (6), remain unchanged;
item (7) is added, as follows: ADD: (7) If a "large business", the
extent to which the firm identifies and plans to commit to small
businesses; and, to small disadvantaged businesses, historically black
colleges and universities (HBCU), and minority institution
participation under the resulting contract, whether under joint
venture, teaming arrangement, or consultant/subcontractor. This is a
notice of intent to contract for architect-engineering services, and
the only general notification to interested firms that will be made.
All known information relating to the work which may be ordered under
an ensuing IDIQ contract award, has been included in this general
notification. This is not a solicitation (i.e., RFP or IFB). Bidders
lists are not available. To facilitate comprehensive, thorough review
of interested firms' qualifications, by Government technical evaluation
boards, the following data shall be substituted in Blocks 7, 8, 9, and
10 of SF 255 (specifically address all criteria elements listed in
Block 10): 1. To demonstrate how the firm meets the EXPERIENCE
criteria: Provide a description of recent (within the last seven years)
projects, relevant to the work described herein, for which the firm
provided a significant technical contribution to its clients. In
"matrix form", provide cross-reference identification of firm members
and projects worked on. Projects shall be listed on the vertical axis
(or left column) and firm member(s') names on the horizontal axis (or
across the top row), of the matrix. In addition, provide a tabular
listing of all performance ratings from both private and Government
clients (identify DoD clients, specifically). If no rating, or other
written indication of performance satisfaction by the client was
received, so indicate. For each project, identify or otherwise
designate the firm's role: prime contractor, jointventure partner, or
subcontractor (including subordinate teaming partner and/or
consultant). These ratings should be dated no earlier than January
1991, and should include all projects to which the firm made a
significant contribution. The following data is to be included: the
amount of contract award associated with A-E effort, performed by the
firm (i.e., the amount actually paid to the firm for A-E work, and not
to prime contractors when such work was performed by the firm in a
subcontractor or consultant capacity); and contract type (e.g., fixed
price or cost reimbursement). Identify points of contact (i.e., names
and telephone numbers) of all client contract managers/administrators.
2. To demonstrate how the firm meets the QUALIFICATION criteria:
Submit a matrix, cross referencing firm members (include name, academic
credentials (e.g., MS in Architecture), professional registration,
number of years of professional experience, number of years with the
firm) on the vertical axis, with their proposed primary and/or
alternate project position(s) for work ordered under any resulting
contract. In addition, for Project Manager, identify the number of
teams (engineering, survey, subcontractors/ consultants, and joint
venture partners) they have managed over the past 12 months. Provide a
list of all awards and performance references, from private and
Government clients, received over the past seven (7) years. 3. To
demonstrate how the firm meets the CAPACITY criteria: Submit an
organizational chart with the following information: Principal point of
contact (POC), project manager (PM), team leaders (TL), and the names
of all team members and their team assignments; and, the name of at
least one alternate for each key position (i.e., POC, PM, and TL).
Summarize your plan for simultaneously accomplishing multiple projects
within any twelve (12) month period. Provide a chart reflecting the
number of hours of available capacity for each team member and key
position incumbent, and the number of hours of capacity already
committed under separate contract/project for the next twelve (12)
months. 4. To demonstrate VOLUME OF WORK, indicate all DOD awards in
the past twelve months. The revised due date for submission of
interested parties SF 254/255s, is thirty (30) days from appearance of
this revision announcement in the Commerce Business Daily (CBD). Note
