unrestricted, commercial item solicitation will be issued for
Corrective and Preventative Maintenance Services for VHF-FM
Communications Distress Systems, located in Hawaii and Guam. The
policies contained in FAR Part 12, Acquisition of Commercial Items and
Part 15, Contracting by Negotiations shall be used. The Contractor
shall provide all services, management, administration, manufacturer's
technical manuals, labor, tools, equipment, transportation, parts,
materials and supplies. On site maintenance is required at Mt. Kokee,
Mt. Kaala, Mauana Kapu, Mt. Haleakala, Kalani Cone, and several other
sites in Hawaii, and Orote Point, Nimitz Hill and MARSEC in Guam. Most
of the equipment was manufactured by Motorola. The equipment list
includes, but is not limited to: Quantar Base Stations, Astrotac CH 16
Guard Receivers, Repeaters, Generators and Comtegras, Control Heads.
A portion of the Distress System is Digital Ascryption Standard (DES)
Equipment. A complete equipment list will be provided in the
solicitation. The period of performance is 01 October 1998 through 30
September 1999, with four, one-year priced options. The solicitation
will be issued on or about 22 April 1998, with a closing date of
approximately 21 May 1998. The SIC Code 7629 with a size standard of
$5,000,000.00. All responsible sources may submit an offer which may be
considered by this agency. Requests for this solicitation must be in
writing and shall include the solicitation number. The following Notice
is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receiving financing. The maximum line of credit is
