General Services Administration is issuing a Request for Proposals(RFP)
for Governmentwide Asset Management Services. Many Government Agencies
missions require the management of various types of assets. The manner
in which these assets are managed and, in some cases disposed, can have
a significant impact on an agencies fiscal budget and accounting
process. With the changing business environment caused by technological
changes, uncertain economy, budget, legislation, competition, customer
demands, and current staffing limitations, the Government requires
contractor support to assist it in managing various assets. The General
Services Administration is working with several agencies to develop a
Multiple Award Schedule for any Government agency to use to obtain the
services of contractors with the qualifications, commitment,
expertise, and experience required to assist the Government in the
valuation, management, and disposition of various assets as well as the
transfer of debt as required by the Debt Collection Improvement Act of
1996. (Note that this is NOT a facilities, inventory, or property
management procurement). The general types of contractual support being
sought for Government asset management may include, but is not limited
to the following services. Agencies may require any combination of
these services. Program Financial Advisor Services Transaction Servicer
Due Diligence and Support Services Loan Servicing Equity Oversight and
Monitoring The business lines for Credit Rating and Credit Scoring
that were included in GSA's draft Statement of Work issued in December
1997 will be procured at a later date. Potential
sales/restructuring/services are at least in the tens of billions of
dollars over the life of the schedule of contracts established.
Companies interested in any one of the business lines above should
review GSA's solicitation. GSA anticipates the solicitation to be on
the Internet on or about March 27, 1998. The solicitation is available

Support Services will be a small business set-aside; the size standard
for small business is $5M. This is a new procurement -- there are no
