R -- CONTRACT EXTENSION POC Lisa Martin, (937)257-5198 ext. 4321 Wright-Patterson Air Force Base, OH intends to negotiate on a sole source basis under the authority cited in 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii) with Halifax Corp. for a six-month extension of its contract to provide engineering and related technical support for research and development projects in the Engineering Flight Simulation Facilities. The purpose of this extension is to continue support until the new RFP, which was just released, and due to the complexity of the aquisition, i.e., a total of three contracts was combined and a brand new requirement added. This is not a request for Proposals (RFP) nor is an RFP available. Unique capabilities for providing services, inherent duplication of cost to the Government, and unacceptable disruptions and delays in operating the Flight Simulation Facilities make competition for this extension period unfeasible. This notice is being published for subcontracting purposes only. For solicitations, vendors must be registered in the Federal Central Contractor Registration to receive a contract award from a DoD activity. Registration must be completed no later than 31 March 1998. 1. The Department of Defense (DoD) has determined the Central Contractor Registration (CCR) acquisition reform initiative will assist the Department in complying with recent legislation. CCR is the "Single DoD registration for contractors who conduct business or who are interested in conducting business with the Department." Defense procurement and finance policies require contractors to be registered by 31 March 1998 for consideration of future solicitations, awards, and payment. Some of the information required by CCR is the type of goods or services a company offers and their geographical performance preferences. 2. DoD contracting officers worldwide will use CCR to identify sources and financial officers to make payments . To resister in CCR, you may use any one of the following methods: a.
