Environmental Excellence Public Affairs Office is contemplating an
Advisory Assistance Service type contract in support of Community Based
Environmental Programs. These contemplated services and products would
integrate the concerns and needs of environmental stakeholders
involved with or affected by environmental activities including, but
not limited to; Installation Restoration Programs (IRP), pollution
prevention initiatives, environmental conservation and planning,
environmental compliance, sustainable design and development,
construction management and others. This effort is contemplated as a
five year IDIQ contract, with one base year and four one year option
periods, with multiple awards. The total estimated dollar amount of the
contemplated requirement is 15 million dollars. The following tasks are
summarized as an indication of the work that is being contemplated: 1.
The contractor shall research and document information as required in
establishing a stakeholder assessment and analysis in support of
community based environmental programs. Research and documentation may
include, but not limited to; identification of the stakeholders and
their concerns, demographic and economic information and identification
of the level of citizen involvement. Based upon these findings, the
contractor will submit a plan of action to obtain stakeholder consensus
on environmentally sound, community sensitive solutions. 2. The
contractor shall prepare a recommended Community Relations Plan. If a
plan does exist, the contractor shall make approved changes for the
implementation of the plan, in accordance with applicable laws and
regulations. 3. The contractor shall prepare, maintain, and
periodically update an administrative record/information repository
that supports the Community Relations Plan. 4. The contractor shall
organize and serve as facilitator, teambuilder, and conflict resolution
expert in various size Community Based Environmental Program meetings.
Information is requested from industry to assess its capability to
meet this contemplated requirement. Prospective offerors are requested
to provide information on federal contracts that demonstrate
experience with the tasks above. The information should describe the
actual federal work experience and how it relates to one or more of the
tasks above, dollar value of the contract or order and the time frame
that the work was accomplished. Please limit the information per
project to one page, with no limit to the number of pages submitted.
This requirement is being contemplated as a Small Business Set-Aside.
All eligible small business concerns are encouraged to respond. The
standard industrial code of 8743, Public Relations Services applies,
with a size standard of 5 million dollars. Prospective offerors
submitting information in response to this Sources Sought are required
