The Department of Defense has established a goal to conduct privatization studies on all installation utility systems by the year 2000. Picatinny Arsenal, Dover, New Jersey is scheduling a pre-solicitation conference and site inspection visit for certian of its utility systems on Tuesday, April 21 1998. The privatization study at Picatinny will include the central heat plant, electrical distribution, steam distribution, and wastewater collection and disposal systems. Initially, the privatization effort will focus on the central heat plant, steam distribution, electrical distribution, and non-potable water collection system as a package. The water and wastewater studies are expected to commence within the next six months. The central heat plant produces high pressure steam and services approximately 200 buildings. The Installation covers 10 square miles. Typical facilities include administrative, research, and maintenance buildings, clubs, child care and family housing units. Prties interested in owningand operating these facilities are invited to respond electronically to Ms. Lisa Ann Hurd, Contract Specialist at lhurd@pica.army.mil by 7 April, 1998. Attendees are invited to come prepared to ask questions and voice concerns in order to enable us to prepare a comprehensive request for proposals.
