& II of the National Plant Germplasm Quarantine Center, Beltsville,
Maryland. This project is located at the U.S. Dept. of
Agriculture/APHIS, National Plant Germplasm Quarantine Center, Building
580, Powder Mill Road, Beltsville, Maryland. This project covers
general construction services required to construct approx. 16,000
square feet of a BSL-3(AG) designated High Security Greenhouse and a
BSL-3(AG) High Security Laboratory for the research and containment of
agricultural pathogens. These spaces include HEPA filtered mechanical
systems designed for negatively pressurizing this portion of the
facility and for testing and commissioning the Bio-containment envelope
on a regular basis. The compartmentalized BSL-3(AG) designated High
Security Greenhouse is to be constructed after the Contractor has
coordinated the design of a tested and approved High Security
Greenhouse mock-up. The Contractor shall be required to comply with
regularly scheduled quality inspections and direction as they pertain
to the construction of all bio-containment barriers and penetrations in
those barriers. Several specialized growth chambers fumigation
vestibules and bio-safety fume hoods are part of the High Security
Laboratory. The Contractor shall have experience in the development,
testing, and approval of mock-up construction (related to the High
Security Greenhouse); construction of at least bio-safety level 2
facilities; greenhouses and screenhouses; installation of air tight
doors, at least BSL-2 biological containment barriers and their
commissioning, coordination and provision of mechanical, electrical,
and plumbing systems and appurtenances in at least BSL-2 containment
environments, installation of biological waste sterilization units or
similar treatment systems, fire sprinkler and alarm systems and
security and reader systems, installation of growth chambers and
bio-safety fume hoods. Also, included in this project is the general
construction of approx. 37,000 square feet of Office, General
Laboratories, Greenhouses, approx. 18,000 square feet of Screenhouses,
Sugar Cane Greenhouse, Headhouse, Storage and Shops; approx. 900
square feet of Pesticide Storage and Fertilizer Storage
Buildings,approx. 2,500 square feet of Tractor Storage. The existing
sanitary sewer lines of the NPGQC as well as the new sanitary sewer
lines for this project will be connected to a new biological waste
sterilization system. Site work includes road and paving; sediment
control for storm water management; parking and curbing; a temporary
access route to the existing operational facility; traffic and general
signage; site lighting and landscaping (including trees, shrubs,
seeding, and irrigation). The High Security Laboratory is comprised of
concrete foundations and foundation walls, concrete beam and slab
framing, load bearing CMU and steel columns and beams with structural
steel joist and metal decking. The exterior is comprised of brick,
masonry, and a terne coated stainless steel roof. The interior is
comprised of CMU, gypsum board walls and ceilings, epoxy based wall and
ceiling composition flooring. The High Security Greenhouse is comprised
of an aluminum rigid post and truss framing with curtain wall and
sloped glazing systems. The Greenhouses are comprised of aluminum rigid
post and truss framing with glass in-fi ll system set upon masonry
kneewalls and concrete slab on grade.The Screenhouses are cmprised of
aluminum rigid post truss framing with poly-carbonate roof glazing
system and insect side walls set upon masonry kneewalls and concrete
slab-on grade. The Pesticide and Tractor Storage are comprised of CMU
load bearing walls with metal deck, steel joist roof framing. Pursuant
to Federal Acquisition Regulation, Part 9, Subpart 9.104-2(a), Special
Standards, the Prime Contractor shall have demonstrated successful
experience in the construction and commissioning of either BSL-2,
BSL-3, BSL-4, and/or BSL-3(AG) Biosafety Laboratory Facilities. To be
considered for award, the Contractor shall submit with his bid,
evidence of a successfully completed project or projects of similar
nature and size. Evidence meaning: a description of construction
project(s) that have met either BSL-2, BSL-3, BSL-4, and/or BSL-3(AG)
Biosafety Laboratory Facilities. Information shall include the
following: Project Name, location and description of project; Owner
name, contact name, address, telephone number; Design firm name,
contact name, telephone number; Date of award and completion of
project, and magnitude of project (cost/size). The requirements for
BSL-2, BSL-3, BSL-4, and/or BSL-4 operations are contained in the
CDC/NIH publication, "Biosafety in Microbiological and Biomedical
Laboratories." Third Edition, March 1993, at the web site called
http://www.cdc.gov/od/ohs/biosfty/bmbl/bmbl-1.htm. This solicitation is
advertised as unrestricted (open to large and small business concerns).
If the successful bidder is a Large Business concern, then that firm
shall be required to submit a subcontracting plan in accordance with
Federal Acquisition Regulation (FAR) Subpart 19.7. Special Note:
Sediment and Erosion Control Certification. The Maryland Dept. of the
Environment and Prince Georges County, require owners and contractors
to have on-site representatives with green cards (not to confuse with
Immigration and Naturalization green cards), certifying they are
trained in sediment and erosion control and have passed the
certification examination. This requirement is a prerequisite to
obtaining construction permits.The class includes training on plan and
permit requirements,inspection and enforcement, standards and
specifications, storm water handing devices, sediment trapping devices,
and grade stabilization structures. This project will require the
successful bidder to have the training and certification prior to
commencment of work. Estimated price range is between $10,000,000 and
$15,000,000,000. Requests for plans and specifications must be in
writing accompanied by a non-refundable certified check, cashiers,
