eppersms@efdlant.navfac.navy.mil. The Atlantic Division, Naval
Facilities Engineering Command, Norfolk, Virginia, is seeking to select
a firm or partnership for Design/Build (D/B) upgrade projects on a
variety of indoor small arms ranges at Military Installations
Worldwide. It is the intent to have 2 multiple award indefinite
quantity contracts. However, if only one offeror is determined
qualified, the Government may enter into a sole source contract.
Services are required for evaluation of ventilation systems at indoor
small arms ranges, preparation of a technical proposal with costs to
define corrective measures of any ventilation deficiencies, and
implementation of corrective measures. Services required may include
the design of new or the repair of existing indoor small arms range
facilities to achieve: (a) OSHA 29 CFR 1910.1025 and 1926.62 compliance
with a maximum daily lead permissible exposure limit (PEL) 50
micrograms of lead per cubic meter; (b) NIOSH 76-130 design standard
publication dated December 1995 entitled "Lead Exposure Design
Considerations for Indoor Firing Ranges" for a uniform laminar air flow
velocity of 75 feet per minute measured from floor to ceiling in an
empty range; (c) EPA 40 CFR 50.12 exhaust emission levels of 1.5
micrograms of lead per cubic meter quarterly; (d) negative 0.04 inches
(+ or -- 0.012) water gauge pressure differential with the surrounding
buildings spaces. The selected D/B team shall complete plans,
specifications and associated engineering services; prepare necessary
permit applications required for each project, complete and ready for
submission to the applicable State and Federal agencies for approval;
and build, inspect and test the facilities for full compliance with
applicable local codes. The preparation of Operation and Maintenance
Support Information (OMSI) may be included for each project. Both
design and construction contractor capabilities will be evaluated. The
response to this announcement shall demonstrate a sound approach that
illustrates a well-organized, cohesive team that satisfies the
following evaluation factors -- Requested information shall be provided
on a Standard Form 255 (SF 255): (a) Financial stability -- the D/B
team shall provide financial statements verifying credit rating,
insurance and bonding capabilities; (b) D/B team experience -- furnish
evidence of D/B team past experience (within the last 3 years) with
regard to the complete Turnkey Technical Evaluation/design/installation
of indoor multiple lane firing range ventilation systems that are in
compliance with National Institute of Occupational Safety and Health
(NIOSH), OSHA indoor air quality standards (1910), and EPA exhaust air
emission regulations; (c) Evidence shall include experience in range
layouts, automated target systems, bullet traps, ventilation systems,
and digital and analog control systems; (d) hazardous material handling
-- experience in lead testing, handling and disposal; (e) D/B functions
may be provided by a firm with in-house capabilities or by an A&E and
construction firm partnership. If the latter is the case, evidence of
a past working D/B relationship must be provided; (f) Technical and
professional staff qualifications -- define the roles and outline the
experience of the D/B team's design and construction personnel,
including professional qualifications, licensing and technical
competence for proposed Design Manager, Project Manager, Site
Superintendent, Quality Control Manager and other key personnel shall
be provided, including identification of appropriate rifle range
facility experience; (g) D/B team performance -- furnish evidence of
satisfactory performance within the last three years with regard to the
required services; (information furnished under (b), (c) and (d) should
include description, location, customer contact (name, address,
telephone number), year of completion and contract type, duration and
cost, and performance awards/letters of recommendations received); and
(h) Business approach -- outline the organization and management
approach utilized in the formation of the D/B team. The D/B team
organization must demonstrate a satisfactory business arrangement
between the design and construction firms to include a copy of the
business agreement documents describing the relationship of the D/B
Team and acknowledgment that substitution of any approved team members
will require Contracting Officer approval (does not apply if both
designer and constructor are the same firm). The scope may require
evaluation, definition and testing of asbestos materials and toxic
waste disposition, including subsequent preparation of plans and
specifications and execution of removal and/or disposal. D/B Teams
responding to this announcement must be prepared to accept the
aforementioned as a part of any subsequent contract responsibility. The
proposed contract includes 2 one (1) year Government options for the
same basic professional skills. D/B teams who meet the requirements
described in this announcement shall submit a Standard Form (SF) 255,
U. S. Government Architect/Engineer Qualification, as part of their
submission package, and cite its proposed D/B team principal contact in
Block 3a. If the D/B team is composed of design and construction firms
which are separate entities, they must provide evidence that they are
each permitted by law to practice their respective professions, i.e.,
State Registration number. Use Block 10 to provide any additional team
information. Provide a point of contact and telephone number for the
D/B team in SF 255, Block 8. D/B teams are invited to submit
qualification packages by 4:00 p.m., 24 April 1998. The SIC for these
