x247 Dollar Magnitude for this project is $1 Million -- $5 Million.
The subject acquisition is for a broad range of maintenance, repair,
and minor construction work on real property at Charleston AFB and
North Auxiliary Field, SC. This will be an Indefinite
Delivery-Indefinite Quantity (IDIQ) type contract and will include a
wide variety of individual construction tasks as identified in the
Gordian Computerized Pricing Guide (Progen Version). The performance
period will be 1 year base with 4 one year option periods. Specific
jobs will be identified and individual delivery orders negotiated and
issue. The contractor will be required to furnish all materials,
equipment, and personnel necessary to manage and accomplish the
projects. The contractor shall furnish an office trailer and various
computer hardware and software and be required to maintain a management
office on Charleston AFB, SC, in order to receive delivery orders and
provide other management services related to accomplishing individual
jobs. Jobs will vary in size and complexity and will include tasks in
a variety of trades including carpentry, road repair, roofing,
excavating, interior electrical, steam fittings, plumbing, sheet metal,
painting, demolition, concrete masonry and welding. The Government
anticipates significant subcontracting activity under the SABER
contract. Streamlined source selection procedures with evaluation
methods and procedures conforming to AFFARS Appendix BB will be
utilized. The areas to be evaluated will be Technical and Management
(including past performance) and cost. Award will be made to the
responsible offeror who the Government determines can best accomplish
the necessary work to satisfy the objectives and requirement as set
forth in Section L of the RFP. The contractor MUST have completed a
similar type project either as a prime or a sub to be considered for
award. The guaranteed contract minimum is $150,000 per year and the
maximum per year is $3,000,000. The average dollar value of SABER
delivery orders under the current contract at this base from Sep 95 to
PRESENT is $65,000. The proposed contract will be nationally competed
among Section 8(a) firms only, which have SIC Code 1542 among their
approved codes. A copy of the firm's certification letter from SBA
showing you are an 8(a) contractor and you are in compliance with the
competitive mix requirements MUST accompany the request for a
solicitation package. All other firms who do not meet these minimum
requirements are deemed ineligible to submit offers. Interested parties
should provide evidence of their capacity to obtain bonds for a project
of this magnitude, and information that demonstrates a capability to
perform projects of this magnitude. You are required to provide you
