NASA/GSFC plans to issue a Request for Offer (RFO) for the procurement of a space flight inertial reference unit (IRU), a model simulator, and an option for a spare space flight IRU. The anticipated contract type is firm fixed-price. NASA/GSFC intends to purchase the items from Litton Guidance & Control Systems Space Launch Systems. The authority for other than full and open competition is based upon 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. Litton's Space Inertial Reference Unit is the only commercially available IRU capable of meeting the instrument requirements for the Geoscience Laser Altimeter System (GLAS). The following represent some of the critical instrument requirements: (a)Dynamic Range -- plus or minus 2 deg/sec; (b)Noise Equivalent Angle -- less than or equal to 2 arcseconds; (c)Angle Random Walk -- less than or equal to 0.00010 deg/rt-hr; (d)Bandwidth (3dB) -- greater than or equal to 7 Hz; (e)Power -- less than or equal to 27 watts with base temperature controlled within plus or minus 5 degrees celsius from set temperature; (f)Mass -- less than or equal to 5.4Kg. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency.
