Whelan (509)247-3859 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F45613 98Q0332 is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-3. Standard Industrial Code is 5065. This is an unrestricted acquisition in which only the brand name of Siebe Environmental Controls Inc will be considered. The proposed acquisition will be solicited on a sole source basis with only the manufacturer. SLIN0001 Upgrade the Robertshaw Energy Management Control System (EMCS) workstations to ethernet capabilities. Software to be furnished is OS2 Warp Connect3 (2 licensed copies) and Ultivist Workstation Software (2 licensed copies) to be installed in two new workstation computers and upgrade two older computers using the installed software. Responsible for installation, setup, engineering and commissioning required to bring four new workstations on-line to the installed Ultivist server using the base ethernet network. Fairchild will provide four new computers and cabling from MAN (Metropolitan Area Network) hubs and connectors to new equipment. SLIN0002 Upgrade the Robertshaw EMCS field hardware for data communication using the base MAN. Hardware to be furnished: 12 ea Robertshaw Ethernet Network Interface Modules with applicable tech and operation manuals. Responsible for setup, engineering, database conversion, installation and commissioning of the new equipment and bring on-line buildings (total of 9 separate locations) digital control systems using the base fiber optic system. New equipment to be Ethernet and TCP/IP compliant. Project includes conversion of field area controller databases and installation into the host server. Fairchild will provide cabling fromthe MAN hubs and connectors to the new equipment. SLIN0003 Upgrade the Robertshaw EMCS field hardware for data communication using the base MAN. Hardware to be furnished: 27 ea DMS3500 Area Controllers and 27 ea Ethernet Network Interface Modules with applicable technical and operation manuals. Responsible for setup, engineering, database conversion, installation and commissioning of the new equipment and bring on-line buildings (total of 26 separate locations) digital control systems using the base fiber optic system. Equipment to be Ethernet and TCP/IP compliant. Project includes conversion of field area controller databases and installation into the host server. Fairchild will provide cabling from the MAN hubs and connectors to the new equipment. SLIN0004 Upgrade the Robertshaw EMCS field hardware for data communication using the base MAN. Hardware to be furnished: 8 ea DMS3500 Area Controllers and 8 ea Ethernet Network Interface Modules with applicable technical and operation manuals. Responsible for setup, engineering, database conversion, installation and commissioning of the new equipment and bring on-line buildings (5 separate locations) digital control systems using the base fiber optic system. Equipment to be Ethernet and TCP/IP compliant. Project includes conversion of field area controller databases and installation into the host server. Fairchild will provide cabling from the MAN hubs and connectors to the new equipment. Prices quoted must include any applicable taxes; EMCS equipment is classified as real property installed equipment (RPIE). Destination is Fairchild AFB at forty (40) variable locations. Upon award, a listing of building locations will be provided with the purchase order. Delivery schedule is 120 days ARO.
