Social Security Administration (SSA) intends to negotiate on other than
a full and open competition basis with Virginia Commonwealth University
(VCU) for additional enhancements to an existing prototype software
application called WorkWORLD developed exclusively for SSA as a
software support decision tool useful in looking at alternative work
incentive features of SSA's disability programs. This proposed
acquisition will provide continuing development of WorkWORLD, technical
support for product testing, and training packages for users. WorkWORLD
allows users to test alternative policies and demonstrates the complex
nature of interactions among various State and Federal benefits. The
software has been used successfully in policy analysis, but it has not
been tested with beneficiary populations. SSA has royalty-free,
non-exclusive and irrevocable rights to the WorkWORLD software, and VCU
is the only known responsible source capable of satisfying the
Government's requirement. Respondents should refer to the WorkWORLD
Software Enhancement Acquisition. This is not a request for proposals.
