This procurement includes the design, fabrication, shop testing,
shipping, installation, and field testing of two high pressure
compressors, including air intake/discharge piping, two
purifier/dryers, vehicle charging panel, truck fill panel, and gas
distribution panel in the compressor room; six high pressure air
storage flasks and associated racks, bank panels, high pressure oxygen
storage rack, cylinders and panel, and LOX panel in the gas farm; an
air reduction station, Scuba charging system, including charging sink,
and connection to existing water supply and drain in the dive shop;
work cabinets with stainless steel cover, scuba cylinder storage rack,
dive locker Ops charging system (DLOPS) panel, and a maintenance panel
in the dive shop; vehicle charging stations and maintenance panels in
the maintenance bays; a pierside air charging station at the pierside
charging station; and a pre-clean room, clean room, and dive shop,
including specialized equipment required for operation. Delivery shall
be required 365 days after contract award. The contractor shall
provide all labor and materials for the work except for ten Government
furnished DLOPS interface fittings. This contract shall call for the
fabrication and modification of life sensitive systems. Failure to
adhere to the highest standards of metallurgy, welding, and workmanship
will create severe hazards to the personnel working on or near these
systems when they are pressurized. Failure to meet these requirements
will be cause for termination for default and, in any event, will be
cause for Government rejection of components. The solicitation will be
a Request for Proposals, whereby offerors will be required to submit
a technical proposal, a cost proposal, and past performance
information. Award shall be made to the responsible offeror whose
proposals, conforming to the solicitation, represent the best value to
the Government in terms of price, past performance, and other
non-price factors. The contract will be awarded with fixed price
provisions. The tentative date for award is August 1998. Requests for

encouraged to pick up a copy of the solicitation at Bldg 218 (third
floor) of the WNY between the hours of 0730 and 1500, Monday-Friday.

prior to a contractor picking up a copy of the solicitation. Proposals
