Positioning System (GPS) Joint Program Office (JPO) intends to issue a
Program Research and Development Announcement (PRDA) on 1 April 1998
for the GPS Receiver Application Module -- Selective
Availability/Anti-Spoofing Module (GRAM-SAASM) Program. The PRDA will
be submitted electronically in the Commerce Business Daily (CBD) and
via the SMC webpage at www.LAAFB.AF.MIL/SMC/PK/CBD. The files will be
in the Microsoft Office formats. This acquisition requires the prime
contractor(s) to be U.S. owned and controlled and on-shore. Offerors
must indicate whether they are a Small Business concern; use Standard
Industrial Classification Code 8731 (1,000 employees). The government
reserves the right to award to a Small Business (SB), Small
Disadvantaged Business (SDB), or to Historically Black Colleges and
Universities (HBCU)/Minority Institutions or Higher Learning (MI), if
after evaluation, the capability to perform is determined. If proposals
are received of equal caliber, preference will be given to SB, SDB, and
HBCU/MI. The Government may award one or more contracts for this phase
and cost-sharing will be considered. Contract award is anticipated for
Jun 98. Interested offerors who did not attend the GRAM-SAASM Industry
Days on 6 Feb 98 may access the GRAM-SAASM webpage at

Proposals will be due on 4 May 1998. A Pre-Proposal Conference is
scheduled for Thursday, 9 Apr 98, at the GPS Joint Program Office in El
Segundo, CA. The conference will consist only of Gov't-Industry
one-on-one meetings. There will be no General Session. Each Contractor
will be allotted a 1-hour time block to conference with the
Government. Interested Contractors should schedule with Mr. Ramon
Hilario, (310) 363-6503. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Program Director of the
Contracting Officer, but to communicate contractor concerns issues,
disagreements and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals nor in the source selection
