731-4008 Description of Project: Architect-Engineer services are
required for the design of miscellaneous civil operations and
maintenance projects and supporting services at Malmstrom AFB, Montana.
An open-end contract will be issued for a period of one (1) year with
the option of two additional years. Projects will be issued to the A-E
firm by delivery orders against the awarded contract. The total amount
of individual delivery orders issued during the basic year shall not
exceed $333,000, nor shall it exceed $333,000 during each of the two
one-year option periods. Individual delivery orders will not exceed
$299,000. The cumulative total for the base year and the option years
shall not exceed $999,000. Delivery orders will be issued as the need
arises during the course of the contract period. Design services will
be in conjunction with minor remodeling and maintenance projects,
including preparation of drawings and specifications. Various types of
A-E services such as, investigation, inspection, reports, and cost
estimates may also be required as relates to the project design.
Projects will require primarily the civil disciplines with support from
the architectural and mechanical-electrical disciplines as needed on
specific projects. A minimum of $5,000.00 in fee work will be issued
under this contract (including the two option years). A firm fixed
price A-E contract (indefinite delivery/indefinite quantity)will be
used. The estimated award date is July 1998. Significant selection
criteria, in relative order of importance include: (1) Professional
Qualifications necessary for satisfactory performance of required
services; (2) Past performance on contracts with Government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules; (3) Specialized experience and
technical competence in the type of work required; (4) Capacity to
accomplish the work in the required time; (5) Location in the general
geographical area of the project and knowledge of the locality of the
project. Firm has primary staff with eight (8) hours driving time of
Malmstrom AFB, MT; (6) Dollar value of prior DOD awards. Firms that
have lower dollar values of DOD awards during the past three years will
be given a higher rating than those having higher dollar awards; and
(7) Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
design. A-E firms which meet the requirements described in this
announcement are invited to submit a completed Standard Form 254 and
Standard Form 255,U.S. Government Architect-Engineer Qualifications, to
341 CES/CECR, Attn: Mr. Steve Peterson, 39 78th Street North, Malmstrom
AFB, MT 59402-7536. Firms responding by the close of business on 17
April 1998 will be considered. No other general notification to firms
under consideration will be made and no further action is required.
This is not a request for proposal. The proposed acquisition listed
herein is open to both large and small business concerns. Standard
