Standards and Technology (NIST) has a need for programming services for
a series of conversion and development projects of chemical databases
for the Chemical Sciences and Technology Laboratory. Conversion
projects may include converting chemical databases including the
NIST/EPA (Environmental Protection Agency) Infrared Spectroscopy
Database, the NIST Chemical Kinetics Database and the NIST/NDRL (Notre
Dame Radiation Laboratory) Solution Kinetics Database from DOS based
to Windows based. Development projects may include the further
development of Windows programs currently being utilized for the
chemical databases including the NIST Mass Spectral Database and its
associated tools as well as the NIST Automated Mass Spectral
Deconvolution and Identification Software. The Government requires Key
Personnel be assigned to this contract. Offerors will be required to
demonstrate through published materials or formal credentials that some
of the Key Personnel assigned to this contract have a background in
Chemistry enabling them to fully understand the nature of the problems.
The databases have a substantial base of code of which the Key
Personnel assigned to this contract must have a background including
FairCom Software (the standard at NIST), XVT Windows Development Tools,
C, C++, and a very small amount of Basic and Pascal. Offerors will be
required to demonstrate that the Key Personnel assigned to perform this
requirement have a knowledge of this coding enabling them to be able to
perform conversion or development of the chemical databases. The
offerors will be required to demonstrate that the Key Personnel
assigned to this requirement have experience performing database
programming including graphical display of functions and data,
correlating data display with underlying complex data, developing
programs for MS-Windows using the native C or C++ tools, developing
programs using XVT Windows Development Tools in a MS-Windows
environment, using CTREE database code at a low level, developing
optical scanning programs either for graphical digitization or optical
character recognition in a Windows environment and development of
network base programs for use in NT environments. The Government does
not anticipate that one person will meet all of the required base of
code qualifications. However, when combining the qualifications of the
Key Personnel, all of the qualifications for the base of code shall be
met. The Government prefers the contractor to perform the services
on-site. If the contractor performs the services on-site,
Government-Furnished Property will be provided to sufficiently meet the
requirement to include a work area, telephone, and computer as
negotiated. If the contract is performed off-site, the contractor shall
ensure a high quality network transmission for tasks that require rapid
turnaround. Regardless of whether the contract is performed on-site or
off-site, the government will provide as Government-Furnished Property
all required software packages to perform this requirement such as
FairCom, XVT, Microsoft and InstallShield packages that shall remain
the property of the Government. This contract will be for a base period
of twelve months from date of award plus two option years of twelve
months each. The Government anticipates that the level of effort
required for this contract is 0.5 to 2.5 man hours per year. NIST will
issue a Request for Proposal (RFP) within approximately fifteen days
of the date of this announcement. Please request copies of the RFP in

Classification Code is 7373 with a size standard of $18 million. All
responsible small business sources may submit a proposal which shall be
considered by the agency. The response time for the RFP will be thirty
days after issuance. The Government anticipates an award of a
firm-fixed-price, labor hour, IDIQ contract. See Number Notes 1 and 26.
