The National Institute of Standards and Technology (NIST) intends to award a sole source contract to PRW Consulting, Corvallis, OR, for the services of Philip Watson in providing a Windows operating product of the NIST Surface Structure Database (SSD). The SSD is the only known complete critically evaluated compilation of crystallographic information available for clean surfaces, surfaces with adsorbates, and interfaces. The SSD contains information on almost 1000 experimentally-determined atomic-scale structural analyses. The anticipated award date is April 20, 1998. The effective date of the purchase order will be from the date of award of the purchase order through nine months after the date of award of the purchase order, with the NIST asserting the right to exercise up to two option periods. The NIST anticipates award of a firm, fixed-price contract. The NIST intends to solicit one source under authority of FAR 13.106-1(b)(1), which permits solicitation from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Philip Watson built and maintained the SSD; thus, no other firm has the unique knowledge of the SSD required to fulfill the NIST=s requirement.
