Management (OPM) intends to solicit proposals for Employee Assistance
Program (EAP) Services. The resultant indefinite-delivery, indefinite
quantity contract will be for a base period of one year with four
one-year options. OPM provides each of its employees with EAP services.
In the Washington, D.C. Metropolitan Area (DC), these services are
provided by the Director of Employee Assistance Services (EAS) as a
function of the internal Employee Assistance Program. Employees in this
Metropolitan Area span the full range of socioeconomic categories and
are culturally diverse. In addition, OPM has offices in several states.
These offices provide contract EAP services under the policy direction
of the Agency's EAS Director. This contract calls for the provision of
a comprehensive Employee Assistance Program (EAP) for approximately
1,600 employees (including approximately 600 full time equivalents) of
the U.S. Office of Personnel Management (OPM) in its service center
locations, and offices in the field. In addition, the contract would
cover EAP services in DC for counseling and consultation only when the
Director of EAS is on vacation, attending conferences, or otherwise is
unable to cover the day-to-day office duties. There are approximately
1,750 OPM employees in the Washington Metropolitan Area. The
solicitation is scheduled for release on or about April 24, 1998.
