426-0093 The Department of Energy (DOE) intends to negotiate a
firm-fixed-price contract with only one source, National Academy of
Public Administration (NAPA), under the authority of 41 U.S.C.
253(c)(1) Only one responsible source. NAPA was granted a charter by
the U.S. Congress (Publ. L. 98-257) to provide independent and expert
advice on a broad range of policy and management issues to improve the
quality of Federal operations. The charter directs NAPA to examine and
report on any subject of the Federal government when requested by the
U.S. Congress or a Federal agency. DOE is asking for NAPA's objective
evaluation of the Department's National Environmental Policy Act of
1969 (NEPA) reforms because of NAPA's independent analyses, special
studies, and knowledge of NEPA implementation. NAPA shall objectively
evaluate the effectiveness of DOE's NEPA reforms to learn how fully
these reforms, which were initiated in mid-1994, have been implemented
and what inmpact the changes have had on the timeliness, costs, and
efficiency of DOE's efforts to comply with NEPA. Additionally, NAPA
shall convene a roundtable, chaired by an Academy fellow with relevant
expertise and independence from the Department. The roundtable shall
include DOE officials, other Federal agency officials responsible for
NEPA implementation, and others with an interest in NEPA and the
Department's environmental decisions. DOE believes that using NAPA will
be the most cost effective means to acquire the above assessment. The
Period of Performance is ninety days. There are no option periods being
considered. There is no solicitation available. Firms must submit their

the firm's ability to conduct the evaluation and convene a roundtable
