Administration (NHTSA) intends to negotiate with Kinney Associates to
provide training and technical assistance and develop training
materials in support of a new NHTSA Safe Communities demonstration and
evaluation cooperative agreement program. The work requirements
involve: 1) working with NHTSA and other partners identified by NHTSA
to plan and implement an expanded Safe Communities demonstration and
evaluation program integrating the Safe Communities model and
continuous quality improvement strategies; 2) in conjunction with
NHTSA, conducting an initial two-day learning session in Washington, DC
for NHTSA staff and staff from five new demonstration sites for the
purpose of providing an overview and preliminary training on the
demonstration program, requirements and expectations and continuous
quality improvement strategies; 3) in conjunction with NHTSA,
conducting two additional two-day learning sessions in Washington, DC
for NHTSA staff and staff from the five new demonstration sites for the
purpose of providing additional training and technical assistance to
the demonstration sites in the program and continuous quality
improvement strategies; 4) developing training materials for the five
sites to be supplied during the three learning sessions and at other
intervals as necessary; and, 5) providing technical assistance
(on-site, telephone and e-mail) to NHTSA and the five sites in the
areas of continuous quality improvement and community programs.
Interested firms must provide a written response that includes detailed
information as to professional qualifications and relevant expertise,
specifically addressing skills and knowledge in the areas of community
programs, continuous quality improvement and the capability to apply
this expertise to community motor vehicle injury prevention programs.
Expressions of interest without sufficient detail to permit evaluation
of capability will not be considered. Oral expressions of interest
will not be considered. This notice of intent is not a request for
competitive proposals nor is a Request-for-Proposal solicitation
document currently available. A determination by the Government not to
compete this proposed effort based upon responses to this notice is
solely within the discretion of the Government. Information received
will be considered solely for the purpose of determining whether to
conduct a competitive contract action. In the absence of responses from
interested firms demonstrating their capability, NHTSA intends to
request a proposal from Kinney Associates on a noncompetitive basis for
the work described. Responses must be received by the listed procuring
office within 15 calendar days from the date of publication of this
