DESC: Eligibility criteria for 8(a) concerns changed from SBA region IX to limit it to eligible concerns from either the Las Vegas NV or Fresno CA District Offices. Estimated Bid Opening Date: o/a 18 May 98. Subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Nellis AFB NV and its associated sites, including the Nellis North and South Ranges. The work is required in support of the 99 CES, Base Civil Engineer (BCE) activities. The contract will be an indefinite-delivery indefinite quantity (IDIQ) type contract and will include a wide variety of individual construction tasks as identified in a Prepriced Database. During the contract period, the BCE will identify construction tasks required to complete each specific job and Operational Contracting will negotiate and issue individual task orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and successfully accomplish each project. The contractor will be required to maintain a management office on Nellis AFB NV in order to receive task orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades, including, but not limited to, carpentry, road repair, roofing, excavation, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, and welding. The guaranteed contract minimum is $250,000 and the proposed maximum is $5,000,000. The average value of SABER task orders under the current SABER contract at Nellis AFB NV was $70,892, with a range from $2,338 to $406,628. The performance period will be a twelve-month basic year with four twelve-month option years. The proposed contract is restricted to eligible 8(a) firms in Region IX of the Small Business Administration. Offers are solicited only from small business concerns located in the SBA Region IX who are expressly certified by the Las Vegas NV or Fresno CA SBA district offices for participation in the 8(a) program and Standard Industrial Code (SIC) 1542 is specifically included in the Offeror's approved business plan. Award will the most advantageous resulting in the Best Value to the Government, cost or price and other factors considered. Source selection factors include (a) Past Performance to include Company Experience; (b) Project Management Ability to include key project management staff, quality control plan, financial capability, technical support staff; (c) Subcontract Support capabilities to include subcontract management plan, identification of key subcontractors, and purchasing system/level of subcontracting; and (d) Price.
