This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation number 1PI-Q-0041-98 is issued under the Simplified Acquisition Procedures SAP), the solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. The purchase is for a Yard Jockey Tractor (1998 Model). The specifications are as follows: 1998, OTTAWA Commando 30 brand name, for off highway use only -- Maximum ground speed is 25 MPH. Operating manuals and special tools shall be provided and included in the price. Quantity: 1 each. Delivery, inspection and acceptance will occur at the FOB Destination point: Federal Bureau of Prisons, Contract Administration, Attn: Tom Hardy; 1500 Cadet Road, Taft, California 93268. Delivery is no later than 30 days after the receipt of contract. The following FAR clauses and provisions : 52.212- 1; 52.212-4, Contract Terms and Conditions -- Commercial Item; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Bidders shall submit a signed and dated bid to UNICOR, Federal Prison Industries (FPI), Attn: Bid Custodian, at the address listed below or via facsimile (202) 305-7363. Bids may be submitted on Standard Form (SF) 18 or letterhead stationary and shall indicate the solicitation number, bid opening date and time, name, address, and telephone number of the bidder. This will be a firm-fixed price contract. Award will be made without discussions to responsive/responsible bidder whose bid, conforming to this solicitation will be most advantageous to the Government, considering price and price related factors. Bidder must hold prices firm for not less than 30 days from the bid opening date. Bidders are advised to include a completed copy of Provision 52.212-3, Bidder Representations and Certifications -- Commercial Items, with your bid. Any bid that fails to furnish the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration.
