This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number RFQ 9801 issued as a request for quotation (RFQ). The solicitation document and incorporated provisions are those in effect through appropriate Federal Acquisition Circulars. See Note 1. (This is a 100% small business set aside, the S.I.C. code is 2836, and maximum 500 employees). The line items are: (1) synthetic gene CG2-R, size 8270bp (2) synthetic gene SHB3CG2.f03, size 282bp (3) synthetic gene SHB3CG2.f07, size 261bp (4) synthetic gene SHB3CG2.f18, size 648bp (5) synthetic gene SHB3CG1.PF, size 2884bp (6) synthetic gene SDD2CG1.fx3, size 402bp (7) synthetic gene SDD2CG1.fx6, size 477bp The items must be confirmed directly by DNA sequencing and these sequencing results must be included at the time of delivery. Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, Md. 20892, F.O.B. destination. The specific sequences for each of the genes constitute an integral part of this announcement and those sequences are available to interested parties by mail, fix, or e-mail from Tom McFadden, 301-496-2607, e-mail tm26k@nih.gov. The proposed procurement is critical to a special, high-priority initiative to combat malaria. Therefore, as part of this quotation, each vendor must demonstrate potential to perform by describing present capability and experience in providing similar commercial products/services. Also, vendors are to submit a delivery schedule in calendar days ARO. The provision at Far 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is not SF1449 solicitation cover sheet. A blank form of the representations and certications document which must be completed as required by 52.212-1 (b) (8) may be obtained from Tom Mcfadden. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a fixed price purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) Delivery in less than 120 calendar days ARO is desired and vendors are requested to quote a schedule less than 120 calendar days ARO if practical. Quotes with more than 150 calendar days ARO will not be considered. Vendors shall include a program/management plan for achieving the delivery schedule quoted. (b) Prior experience in gene synthesis. Minimum experience shall be demonstrated by furnishing in the quote information concerning the vendor's successful synthesis of genes greater than 4000bp. All evaluation factors other than price, when combined, are significantly less important than price. Th clause at 52.212-4, Contract Terms and Conditions-Commerical Items applies to this acquisition.
