COMMERCE BUSINESS DAILY ISSUE OF MARCH 24,1998 PSA#2058Naval Air Warfare Center Training Systems Division, Code 27, 12350
Research Parkway, Orlando, FL 32826-3224 69 -- WOLVERINE AND GRIZZLY TRAINING AIDS, DEVICES, SIMULATIONS, AND
SIMULATORS SOL N61339-98-R-0018 DUE 042098 POC Michael Hickey, DSN
970-4062 or commercial (407) 380-4062 E-MAIL: michael
hickey@stricom.army.mil, michael hickey@stricom.army.mil. The US Army
Simulation, Training, and Instrumentation Command (STRICOM) is
currently conducting a market investigation to gather information and
data on commercial technologies and products which exist that can be
adapted or modified to satisfy the WOLVERINE and GRIZZLY TADSS
requirements. The market investigation will be followed by a formal
solicitation notice in Jul 98 and STRICOM anticipates the final Request
For Proposal to be released in Sep 98 for the WOLVERINE and GRIZZLY
TADSS. The WOLVERINE is a combat support tracked vehicle, which
consists mainly of a 26-meter long bridge, and launch mechanism
integrated into a SEP M1A2 Abrams tank chassis. WOLVERINE provides a
combat gap crossing capability with the same mobility, survivability,
and transportability as the M1/M1A2 Abrams tank. The GRIZZLY is also a
combat support tracked vehicle which consists mainly of a mine
clearing blade and power driven arm integrated into an M1 Abrams tank
chassis. The GRIZZLY provides an in-stride breaching capability against
simple and complex obstacles consisting of mines, wire, posts, rubble,
anti-tank ditches, streams, tree falls, craters, berms, abatis, log
cribs, etc. The WOLVERINE and GRIZZLY TADSS are currently envisioned to
be a mix of trainers and simulators. The exact quantity and mix of
TADSS is to be determined as part of the TADSS acquisition effort. The
training devices within possible TADSS hardware solutions could range
from desk top PC based trainers to complex full motion based trainers
depending on the functional area being trained. TADSS to support both
institutional (individual and crew) and unit training (individual,
crew, and collective) are envisioned. The WOLVERINE and GRIZZLY TADSS
are envisioned to provide sufficient functionality to train basic
driving skills in normal, emergency, and abnormal conditions and
vehicle operations (operation of bridge, mine clearing blade, power
driven arm, and weapon system platform) to individuals and crews. A key
feature being considered in training basic driving and vehicle
operations is dynamic terrain capability, which reflects the effects of
earthmoving operations. The WOLVERINE and GRIZZLY TADSS are envisioned
to train operator Preventive Maintenance Checks and Services (PMCS)
and maintainer training including diagnostics, troubleshooting, and
Line Replaceable Unit (LRU) remove/replace. Sustainment/refresher
training of individuals and crews in field units may be provided as
part of the TADSS. Combat Training Center (CTC) capabilities may be
required as part of the TADSS to support semi-automated force-on-force
exercises and be compatible and interoperable with SAWE MILES II and
MILES 2000 and their enhancements along with CTC connectivity during
exercises. The institutional driver/crew related TADSS may include
requirements (i.e., for Distributed Interactive Simulation (DIS) and
High Level Architecture (HLA) compliance as well as communications
mechanism and common synthetic environment) for integration with
Synthetic Environment (SE) Core elements and interoperability with
Close Combat Tactical Trainer (CCTT). STRICOM is conducting this market
investigation to identify existing commercial systems that could be
adapted to satisfy all or part of the above TADSS requirements. Thus,
respondents must have the hardware and software for a possible
demonstration of their TADSS. Respondents must indicate their company
size (large, small, 8a, SDB, etc), their production and technical
capabilities, and indicate whether their interest is as either a
potential prime or subcontractor. Additionally firms should provide a
listing of their customer base applicable to this effort and
appropriate POCs. Because the Government is examining the commercial
possibilities of this effort, respondents should indicate company
specific warrentities offered for their commercial items and provide a
list of commercial practices they would like to see made part of any
resultant contract. STRICOM will only accept written responses of no
more than four (4) pages in length along with potential dates for a
possible one (1) day demonstration. No telephone responses will be
accepted. All written responses must be received by close of business
on 17 April 1998. STRICOM will be releasing Draft Wolverine/Grizzly
TADSS RFP documents via the STRICOM WebPages in the next two to three
months in the Acquisition area. Interested parties may browse the
