Notice of intent to award a contract modification to Northrop-Grumman Surveillance and Battle Management Systems, Melbourne FL, for the installation and integration of the Improved Data Modem (IDM), SINCGARS radio and antenna on the E-8C T3 aircraft. The proposed contract action is planned to be issued and negotiated on a non-competitive basis pursuant to FAR 6.302-1. The IDM/SINCGARS integration is dependent on the hardware and software configuration of the E-8C aircraft which is currently being produced and flight tested on another Northrop Grumman contract at the Northrop-Grumman facilities in Melbourne, FL. Only Northrop-Grumman has the necessary technical information to ensure integration of the IDM in accordance with the government's requirements. Emphasis is placed on Northop Grumman's unique capability to simulate the Joint STARS radar and perform flight tests recording actual Joint STARS radar data. Under this effort, the contractor will be required to design, manufacture, integrate, install, test and deliver an IDM/SINCGARS capability between the E-8C aircraft and the U.S. Army Apache Longbow helicopter. This effort will be conducted as a streamlined, spiral development activity that will commence on the effective date of the award and culminate with an operational system that has been performance verified on the E-8C T3 aircraft and is ready for production insertion in August 1999. The proposal and negotiation of this contract modification will be based on One Pass Procedures. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the government; however, Note 22 applies. See Note 26. (0079)
